North Platte Roundtable Meeting Minutes, 09.23.2008
Parks District USFS Meeting Room
Minutes Submitted by Curran Trick
Members/Guests Present
Ty Wattenberg
Hal Hagen
Rick Wyatt
Dave Meyering
Jim Baller
Barb Vasquez
Caid Waldron
Mike Wright
Kent Crowder
Deb Alpe
John Rich
Mike Allnutt
Meeting called to order.
Approval (?1 '07.22.08 and 08.26.08 Meeting Minutes:
John Rich motioned to approve the minutes from both July and August (there was no
approval last meeting due to lack of quorum).
Rick Wyatt seconded the motion, with an addition to the August 26 meeting minutes as
follows: "Wetlands have a 45% recharge with 55% consumption," which was brought up
during Greg Kernohan's presentation.
D U's letter q f Support:
Kent discussed the DU support letter issue; the roundtable did not end up giving DU a
letter, because the conditionality of the letter would have hurt more than helped, due to
the N. Platte's competing applications.
Discussion of Water Supply Reserve Account applications:
Nolan's climatology project, the evapotranspiration study, was approved with some
additions that needed to be addressed.
The Colorado Natural Heritage Program project for wetland surveys was also approved.
The Bark Beetle Study, Kelly Elder's Project, was tabled until the November CWCB
meeting. CWCB Staff had recommended approval with additional issues that needed to
be addressed. At the CWCB board meeting there was a lot of discussion about federal
agencies receiving money from the state, which the CWCB was hesitant to do. Federal
agencies are eligible, but the board did not want to give state money to a federal agency.
Hopefully the applying agency can be changed from USFS to CSFS or another agency,
and then gain approval in November.
