Water Supply Reserve Account - Grant Application Form <br />Form Revised May 2007 <br />For Applications that include a request for funds from the Statewide Account, describe hovv the water activity <br />meets the Evaluation Criteria. See Part 3 of Criteria and Guidelines. <br />The Happy Scenes Water System's upgrades meets the Evaluation Criteria as outlined in Part 3 of the <br />Criteria and Guidelines. The following specifically addresses items c. how receiving funding will enable the water <br />activity to move forward, d. the urgency of need for the water activity, e. preference will be given to activities <br />wluch can be implemented in the least amount of time, f. the applicant has the expertise and ability to implement <br />the proposed activity, g. matching funds and partial funding from other sources, lc. the water activity promotes <br />water conservation and efficiency, and n. the water activity involves reoperation, enlargement, or rehabilitation of <br />existing facilities. <br />Happy Scenes Water System's total project costs include a new well, treatment building and storage, <br />engineering costs, legal and surveyor fees, and new buried water lines. To date the system has spent $20,000 from <br />it's reserves built up from yearly dues collected in the past. The system has also assessed $900 per member this <br />year to spend on upgrades. We have received a grant for $2,000 from Southwestern Water Conservation District <br />and if necessary, will pursue a loan from the Colorado Water Conservation Board. We plan to have the treatment <br />building completed, tied into the existing lines and in operation within a few months of receiving funding. Our <br />preference would be to complete this work before this winter. Once this is done we w-ill begin the process of <br />replacing and upgrading the buried water lines. Our request for grant money reflects these goals. In an effort to <br />retain as much of the current membership as possible in order to lessen the financial burden of each member over <br />the long run we are trying to keep their out of pocket expenses for the current upgrades down to a bearable level. <br />With help and guidance from the people we have hired for this project we have the expertise and ability to complete <br />this project quickly and with quality results. We are upgrading and replacing a system that is currently in place and <br />serving our members so it is important that the transition to the new system and the ability to deliver potable water <br />happens as quickly as it can. The new system will also be much more efficient because it will not require the <br />existing bleeders and will no longer have frequent breaks during the winter. <br />Happy Scenes water system's goal is to build a water system that will supply quality water to it's members <br />in an efficient trouble free way that is also affordable now and overtime.
