Water Supply Reserve Account - Grant Application Form <br />Fonn Revised May 2007 <br />Describe how the water activity meets these Threshold Criteria. <br />1. The water activity meets the eligibility- requirements outlined in Part 2 of the Criteria and Guidelines. <br />The Happy Scenes Water System upgrades meet the eligibility requirements. The System is <br />receiving technical assistance for permitting from Harris Water Engineering. The System is also a <br />structural water project. We have drilled a new well and are preparing to install new pumping <br />equipment. <br />2. The water activity is consistent with Section 37-75-102 Colorado Revised Statutes. The <br />requirements/language from the statute is provided in Part 3 of the Criteria and Guidelines. <br />The Happy Scenes Water System upgrades are consistent with Section 37-75-102. This water activity <br />does not supersede, abrogate, or cause injuiv to any water rights. We have received a coimnercial <br />well permit from Colorado Division of Water Resources and have an augmentation agreement in <br />place for the use of the water with Pine River Irrigation District. <br />The water activity underwent an evaluation and approval process and Nvas approved by the Basin <br />Roundtable (BRT) and the application includes a description of the results of the BRTs evaluation <br />and approval of the activity. At a minimum, the description must include the level of agreement <br />reached by the roundtable, including and minority opinion(s) if there ivas not general agreement for <br />the activity. The description must also include reasons iyhv general agreement was not reached (if it <br />was not), including who opposed the activity and why they opposed it. Note- If this information is <br />included in the letter from the roundtable chair simply reference that letter. <br />This application is initially being submitted to the Southwest Basin Roundtable. If applicable please <br />see attached letter from the Southwest Basin Roundtable. <br />4. The water activity meets the provisions of Section 37-75-104(2), Colorado Revised Statutes. The <br />requirements/language from the statute is provided in Part 3 of the Criteria and Guidelines. <br />The Statewide Water Supply Initiative states that the area upstream of the Valleeito Dam is seined by <br />wells. This is mostly true, though there are several water systems. Happy Scenes Water System 41, Inc. is <br />one of these. Without this System many of the lots seined are too small to support both a well and their <br />ezistilig septic system. This System is needed. This water activity meets the provisions of Section 37-75- <br />104(2).
