For more information please visit: www.platteriverprogram.org. <br />(Ted Kowalski) <br />SOUTH PLATTE FORUM: The South Platte Forum held its annual conference in Longmont, <br />Colorado on October 22-23, 2008. Harris Sherman, Dick Wolfe, Jennifer Gimbel, Tom Remington, and <br />Dean Wunstanley all made presentations. <br />In addition, the South Platte Water Related Activities Program ("SPWRAP") held its annual meeting on <br />October 23, 2008. The SPWRAP Board continues to meet on the third Thursday of every month, odd <br />months at the Northern Colorado Water Conservation District ("NCWCD") Office and even months at <br />Denver Water. The next meeting will be on November 20, 2008 at the NCWCD Office in Berthoud, <br />Colorado. <br />SPWRAP and the CWCB have finalized the accounting forms to obtain the information necessary for the <br />State's reporting requirements under the Platte River Program. These forms will be distributed to <br />SPWRAP members and non-member water users alike, in order to determine the appropriate water <br />retuning obligations. In addition, the State and SPWRAP have developed an amendment to the existing <br />Memorandum of Understandung, whuch dunes their respective roles more clearly. <br />In the MOU, SPWRAP us primarily responsible for the costs associated with the water obligations of the <br />Program and the State us primarily responsible for the cash obligations of the Program. The U.S. Fush and <br />Wuldlife Service, the State, and SPWRAP contunue to develop the Memorandum of Understandung <br />("MOU") for addressung new federal depletions that may occur wuthun the State of Colorado. To this end, <br />the State and SPRWAP met un October with the Jackson County Water Users Associatuon to explore a <br />possuble amendment to Colorado's Depletuon Plan. This proposed amendment would establish one <br />overall baseline for water use withun the North Platte Basin withun Colorado, rather than separate <br />baselines for the different types of water use within the Platte Ruver. This change would also allow <br />federal agencues to use up to 120 acre-feet of water under Colorado's amended depletions plan. <br />The Jackson County Water Users Association expressed some concerns with the proposed amendment to <br />the depletions plan and the proposal to cover the federal agencies under this amended plan. The State and <br />SPWRAP are working together to attempt to resolve these concerns. For more information, please <br />contact Ted Kowalski of the C WCB or Kevin Urie of Denver Water.
