3. A comparative evaluation will be performed, with the Company's assistance, which will compare each
alternative with all of the other proposed alternatives based on cost, impacts and institutional
considerations.
4. The project sponsors will be given the opportunity to incorporate their comments and suggestions into
the alternative development phase of the study. Two presentations will be given to the Company to
incorporate their input into the alternative selection phase.
Products:
1. A memorandum will be prepared describing the methods used in evaluating the alternative elements
including institutional considerations.
2. Formulation of plan alternatives and the identification of a recommended alterative for the project.
Task 6 -Financial Analysis
Objective:
A detailed financial program is required by the C CB for project funding. The financial program describes
financing arrangements and the sources and uses o o fire period of dept retirement.
Methodology:
1. Identify and describe methods of p which could include CWCB loan, loans
from other agencies, or bank notes. p o d ' est rates associated with each type of
_financing will be described. ~
2. Ultimate sources of funds for repayment of costs will be described in the study report. The repayment
funds may include assessments, water sales and grants.
3. A detailed schedule of estimated annual revenues and annual expenditures for the entire period of debt
retirement will be developed. The annual revenues will be estimated and presented for each source of
funds. Annual expenditures will be presented for debt retirement payments for each category of debt,
for operation and maintenance costs, and for payments to reserve funds.
4. Potential financial impacts of the project on the Company's revenue sources will be addressed in the
study report. "`
Products:
1. A thorough understanding of the financial feasibility of the Company's ability to repay all the
reimbursable costs associated with the project.
2. A memorandum will be prepazed describing the development of the financial program.
Task 7 -Study Report
Objective:
A study report is the formal documentation of the results and conclusions of all tasks performed for.,the study.
Methodology:
1. Incorporate the task memorandums into CWCB report format. The study will be prepazed in accordance
with Appendix C of the Guidelines for Financial Assistance through the Colorado Water Conservation
Board Construction Fund.
