Plan otStudy -Greeley and Loveland Irrigation System Rehabilitation Feasibility Study Page 4
Products:
1. A memorandum will be prepared describing the analytical methods and results of the existing facilities
evaluation.
2. A working D5S hydraulic model which will be given to the Company for future use.
3. ECI will give a one-day modeling training program for selected Company personal on the use of the DS5
hydraulic model.
4. A system matrix which will identify problem reaches. The system matrix will be used in Task 4
Alternative Development.
Task 4 -Alternative Development
Objective:
Several alternatives will be developed including structural and nonstructural elements in an attempt to identify
the least costly combination of measures for achieving the study objective.
Methodology:
1. Identify structural and non-structural pl
2. Preliminary evaluate plan elements to de ch are s le for further analysis.
3. Formulate alternatives using those plan elemen c 'e forward from the first two steps.
Products:
1. A memorandum will be prepared desc mg the methods used in formulating alternatives from the plan
elements. The formulated alternatives will be used in Task 5 Alternative Evaluation.
Task 5 -Alternative Evaluation
Objective:
The alternatives identified in Task 4 must be evaluated to distinguish the differences between them and to
formulate up to three sound system alternatives.
Methodology:
1. The plan elements will be formulated into system alternatives. The six evaluation factors used by the
CWCB will be used which include the following:
a. description of project outputs or yields;
b. project costs including capital costs, annual costs and cost per unit of output;
c. impacts on the man-made environment, the natural environment, and existing social structure;
d. the financial feasibility of the proposed project as measured by the project sponsor's ability to
repay all reimbursable costs;
e. institutional requirements for project implementation; and
f. any special technical problems which should be taken into consideration.
2. An evaluation of institutional considerations will be undertaken to obtain compliance of governmental
agencies and/or other parties to allow project implementation. Each major institutional considerations
will be described in the study report The results will be presented in a summary table format indicating
the type of action required.
F:\PROJECTS\GREELE-1\CWCB\GRELOV.PRO
