Consumptive Needs Committee (Ken Beegles, Mike Preston, Bruce Smart)
• Ken Beegles reported that they attended the state-wide meeting Aug. 1. One of the
state goals is to review SWSI and project it out to 2030. Members of the roundtable
would be the best ones to review the survey and look for gaps of information between
SWSI and future to 2030. Responses will be sent to the State CDM team. Nicole will
help develop survey questions. Steve Fearn asked where the information will go. Nicole
replied it will be added to the Interim Report.
• John Taylor added that it was important to make our needs known. Don Schwindt
added that assistance might be needed in some areas more than others. What we
produce here should be more accurate than SWS1.
Non-consumptive Needs Committee (Chuck Wanner, Bob Wolff, Jim Siscoe, Jerry McCaw)
• Nicole said she recognized there was some concern about the non-consumptive group.
She affirmed that OUR needs will be determined by OUR Roundtable and not dictated
from a state level. Another state-wide meeting is scheduled for Dec. 17 in Glenwood
Springs at 10:00 a.m.
• The committee looked at attributes from SWSI 2. Hydropower would be included.
• Other items include where population growth is forecasted to occur, Forest Service on
environmental data and CWCB RICD data.
• The committee will look at recreational info generated from SWS12 and will add local
knowledge.
• They've developed a map of the basin. Jim Siscoe will have access to the database and
will be very involved in that. He has a plotter and will plot maps for people to use to
mark up manually.
• Jerry McCaw added that they haven't talked at all about details. Appears that it will be
a slow process because everyone needs an opportunity to give input. David Graf (DOW)
shared that theyjust did this in the Colorado Riverbasin.
• Chuck Wanner brought up some concerns about not having a tool to project needs. This
unbalance tends to give more weight to the consumptive side.
Colorado River Water Availability Study
John Porter attended this meeting. The study is to determine how much water is available,
and $500,000 has been authorized to do study. It is critical to get this study done to provide an
indication of the amount of Colorado River water presently being consumed in Colorado and
the amount that might remain for future use. Given the wide range of data, the best that might
occur from the study to identify a range of current depletions. Phase 1 will cover hydrology.
They will look at tree ring data to give us more than 100 years of data. The other variable is
climate change which is an unknown, and John was not sure we'll ever be able to agree on
because there are so many variables. Phase 2 is future uses.
• Big challenge to come up with data that everyone can buy into.
Does the SW Roundtable have any input to the tasks?
Could be $2.5 m study in end.
