HB 1177 Southwest Basins Water Roundtable <br />Oct 10 2007 Minutes <br />Chairman Steve Harris called the meeting to order at 3:00 p.m. Because numerous guests were <br />present, Steve asked that introductions be made. Steve announced that there was a quorum. <br />Jerry McCaw moved moved that the minutes from August 8, 2007 be approved. Chuck Lawler <br />seconded the motion and it passed. <br />Reports: <br />Ken Beegles attended the Groundwater Forum. He reported that there was quite a bit of <br />discussion around groundwater recharge. There were about 200 people in attendance. The <br />forum was hosted by Arkansas Roundtable. <br />Receipt of Final SB179 SW Roundtable Criteria <br />San Juan Endangered Fish Recovery Program <br />Presentation by David Campbell and Shannon Whitmore <br />Steve introduced Dave and Shannon who are with Fish & Wildlife Services in New Mexico. Dave <br />gave a presentation on the program that was established in 1992 as the Reasonable and <br />Prudent Alternative (RPA) for the Animas La Plata Water Development Project. The program <br />has two goals: to conserve populations of Colorado pike minnow and razorback sucker and to <br />proceed with water development in the Basin. There are 13 participating entities. Committees <br />include, Coordination, Biology and Hydrology Committees. Congress has extended the <br />program until 2023 and annual funding has been attained through 2012. Their annual budget is <br />$2.25 million. Highlights of the presentation included: <br />• Funding mechanisms <br />• SJRB is their only project - served as RPA for over 100 section 7 consultations <br />• Recovery Action <br />• Monitoring/Research <br />• Capital Program <br />All reports, methodologies are open to the public, as well as the meetings. Their website is <br />http://www.fws.gov/southwest/so rip. The presentation was well received and Dave responded <br />to questions. Dave can supply information folders to anyone who is interested. Steve added <br />that recovery of the fish is essential to all future water development. <br />Consumptive and Non-Consumptive Needs Analysis Committees <br />Steve introduced Nicole Rowan with CDM-they are the technical contractor to the <br />roundtables to assist with consumptive and non-consumptive needs assessment. <br />Steve Harris reported that he had been approached to act as the Southwest Basin Roundtable <br />consultant to work with Nicole and oversee the committees' work. After much discussion, <br />Steve suggested that the roundtable have an election in January so he could step down as <br />Chairman and then he could begin working with CDM.
