May 5, 2008 <br />Report from the Educational Committee <br />George Sibley passed out a schedule for the upcoming water Workshop to be held May 14-18, 2008 <br />at the Western State College in Gunnison, Colorado. <br />George also announced that there were still $200 scholarships available for Roundtable members. <br />Members could contact him for details. <br />Dixie Luke mentioned that she would like to see a presentation on the effects that the Pine Beetle <br />damage was having on water issues. <br />Marc Catlin reported that there would be a meeting regarding salinity control programs on May 28- <br />30th and the Holiday Inn. <br />Report from the Black Canyon Quantification Committee <br />John McClow reported that they were getting closer to a stipulated decree. One more mediation <br />session was scheduled for May 14, where there would be a draft decree to review. A report was then <br />due to the Judge on June 6. <br />1. Project Proposal <br />Ralph Grover discussed the Phase 1 Engineering for Lake San Cristobal Storage Project. He <br />reported that the Upper Gunnison, Town of Lake City, and Hinsdale County had each agreed to <br />contribute $10,000 for Phase I of the project. <br />Ralph said that the committee had met and had recommended that the proposal submitted for <br />Phase II (continuation of design engineering work) of the Lake San Cristobal Storage Project, in <br />the amount of $75,265, be funded. Ralph also mentioned that there would be a proposal <br />submitted for Phase III, for a minimum of $80,000 from State Funds. Ralph also disclosed that <br />he represents two of the interests involved in this project, Hinsdale County and Upper Gunnison. <br />Ralph Grover then made a motion for the Roundtable to approve the proposal for the Phase II <br />Engineering for the Lake San Cristobal Storage Project for the amount of $75,265. Dixie Luke <br />seconded, and the motion carried unanimously. <br />Ralph Grover mentioned to the Roundtable that there was $200,000 still available from the <br />2007/2008 budget. Eric Hecox added that an additional $300,000 would be available on July 1, <br />2008. When asked if the funds would be lost if they didn't use it, Eric indicated that it would <br />only be lost if the Roundtable did not use it by the end of the program. <br />2. Statewide Non-Consumptive Needs Assessment <br />Tyler Martineau stated that the Needs Assessment committee had met that afternoon. They had <br />discussed upcoming tasks that were to be completed and funding sources for those tasks. He <br />indicated that there was not sufficient HB 1400 money to cover execution of those tasks only the <br />scoping of them, and therefore they would require Basin or Statewide funds. However, those <br />funding sources required sponsors. Therefore, sponsors exempt from Tabor restrictions would <br />have to volunteer to be the fiscal agent for those studies. Eric Hecox indicated that there was no <br />need for matching funds when using the Basin account to fund studies. <br />3
