IBCC Colorado River Basin <br />Minutes of Meeting on September 22, 2008 <br />1. Next Meeting: Monday, October 20, Glenwood Springs Community <br />Recreation Center, 1:00 to 4:00. <br />2. Approve August 2008 meeting minutes. The minutes were approved <br />unanimously, with corrections to the 10825 water discussion submitted by <br />Caroline Bradford. <br />Reporter: These minutes were prepared by Ken Ransford, Esq., CPA, 970- <br />927-1200, kenransford(2tcomcast.net. <br />4. Upcoming meetings: <br />a. October 8-10: Governor's conference for water providers and municipalities <br />on how to prepare for drought and how to incorporate climate change into <br />drought planning, at the Grand Hyatt Hotel in Denver. The cost is $100, <br />which pays for both breakfast and lunch. The Governor is scheduled to open <br />the conference on Wednesday October 8. <br />5. Report from other Roundtables - None. <br />6. The Education Subcommittee is preparing a Powerpoint presentation that <br />the CBRT can take to other Roundtables. <br />7. Report from Energy Subcommittee. The Energy subcommittee has prepared a <br />power point presentation about Phase 1, which estimates the water needed to <br />develop oil shale, natural gas, uranium, and coal. Oil shale development demands <br />water for three different purposes, in declining order of need: <br />a. Water to produce electricity to extract oil from oil shale. <br />b. Water for living needs of oil shale workers and their families. <br />c. Water to produce oil from oil shale. <br />8. Senator Isgar wants to extend the Water Supply Reserve Account for 5 more <br />years with annual $10 million appropriations ($50 million total additional funds) <br />from 2011 until 2016. He hopes to carry a bill in the 2009 legislative session to <br />accomplish this. Water Supply Reserve Account grant appropriations are <br />scheduled to be completed by 2011. At present, $42 million has been designated <br />to be distributed over a 5-year period ending in 2011. <br />9. The CWCB considered two grants that the CBRT recommended for <br />approval: <br />a. The CWCB approved the West Divide Creek grant which would investigate <br />the feasibility of building 3 additional reservoirs in Thompson Creek drainage, <br />I:AInterbasin Compact Committee\Basin Roundtables\ColoradoAMinutes\MinUtes Sep 2008x.doc
