7.2 Climate Chan e Literature Review and Methods Evaluation -Perform literature review
regarding Climate Change. Perform a literature review and evaluation of alternative
means of developing alternative hydrology and prepare a technical memorandum
documenting the results of the literature review. This literature review will address as a
primary, but not exclusive focus, the available science related to the regional response to
climate change, methods of translating climate projections into hydrologic conditions,
and understanding and quantifying the uncertainty in those projections.
7.3 Forest Change Literature Review and Suggested Methods - Conduct a literature review
and consult with appropriate agency and university researchers. Prepare a technical
memorandum describing the results of this literature review and consultation. Review
methods and recommend an approach for addressing forest change to the CWCB. Meet
with CWCB management team to discuss the recommendation. Based on comments
from CWCB prepare a final recommendation for an approach to addressing forest
change. The cost estimate assumes that only one review cycle will be required and that
the modifications will not involve the substantial elements of the method.
7.4 Forest Change Assessment - Based on the results of Subtask 7.3, prepare an evaluation
of forest change using a sensitivity analyses of streamflow increases/reductions applied to
the extended hydrology developed in Task 6. For budgeting and scoping purposes, it is
assumed that the approach selected in Task 7.3 will be as follows: The analysis of the
impact of forest change will involve a conceptual assessment of occurrence that includes
initiation of change {e.g. spread of insects or instance of fire), intensity of change (area of
infestation or fire} and time history of recovery. The assessment will be based on
published literature and information obtained from meetings conducted in Task 7.3. The
assessment will be used to modify the baseline hydrology model land surface parameters
to represent the impact of forest change at the time horizon(s) selected for the work. The
hydrology impacts will.be estimated using published values. Three scenarios will be
modeled, leading to three hydrologic modeling scenarios to develop as-if ~ hydrology for
forest change, relative to baseline {current) conditions. These as-if conditions will
represent forest changes as though they had been fully developed at the start of the
historical period {and did not recover over the duration of the historical period). The as-if
hydrology will be extended to reflect palea conditions using the paleo sequences
developed in Sub-task 6.5.
7.5 Climate Chan e A roach - Determine method far generating alternate hydrology for
climate change for key baseflaw stations in the Study area. Based on work in sub-tasks
7.1 and 7.2 develop a recommendation for a detailed technical approach for generating
alternate hydrology for climate change. The selected method should be consistent with
peer-reviewed methods, with modifications necessary to meet the requirements and
considerations of this work. Submit the recommendation to CWCB far review and meet
with CWCB staff to discuss the recommendation. Based on comments from CWCB
prepare a final recommendation for an approach to generating alternate hydrology for
climate change. The cost estimate assumes that only one review cycle will be required
and that the modifications will oat involve the substantial elements of the method. Our
cost estimate for work described below assumes that an approach similar to that
Colorado River Water Availability Study Scope 2U 8/2s/2008
CRWAS Phasel Contract Scope EX A Final
