4.2 Printed workshop presentation material and meeting summaries.
4.3 Technical memorandum of suggested model refinements based on input from the CWCB,
the Consultant team peer review and BRTs.
Task 5: CDSS Model Refinements
Objective:
The objective of Task 5 is to make appropriate refinements to the CDSS databases and models in
response to the "Recommended" and "Desirable" refinements identified in Task 4. These
refinements_to CDSS will be used to update the simulation of water allocation and management
actions under existing demand levels. The result would be a "base scenario" of current demands
for each Colorado River subbasin.
Background:
Task 4 will culminate with suggested refinements to the current CDSS databases and models for
each Colorado River sub-basin. Task 5 will implement and document the suggested model
refinements and generate a "base scenario" of existing demands.
The CDSS StateCU and StateMod models of the Colorado River Basin have been developed in
several phases by several consultants. They have been reviewed by reservoir operators and
administrators. However, additional review by the Consultant team and the BRTs will both
enhance the models and provide more confidence and buy-in. Suggestions for refinements to the
existing CDSS databases and models could cover a very wide range of potential issues. Example
issues that are often of concern for water allocation modeling include the following, among
others:
• Actual versus model-simulated reservoir operations
• Representation of water management practices allowed by DWR water administrators, but
not specifically provided in formal or informal agreements
• Spatial and temporal distribution of non-point return flows
• Calibration with historical records
• Comparisons with other simulation models
+ Inclusion of all water rights
• Irrigated acreages
• Representation of irrigation practices and actual consumptive uses
• Current demand use levels and transbasin demands
Colorado River Water Availability Study Scope 12 8/28/2008
CRwAS Phasel Contract Scope EX A Fina]
