Burns expressly thanked the Flood Staff of the CWCB for their ongoing assistance with grant <br />application preparation and general assistance with the formation of the Alliance. (Torn Browning) <br />SOUTHWESTERN RIVER BASINS <br />GUNNISON RIVER ISF RECOMMENDATION WITHDRAWN -The High Country <br />Citizen's Alliance has withdrawn its recommendation to staff to pursue an instream flow water right on <br />the Gunnison River from Almont to the Curecanti National Recreation Area. The Alliance's letter <br />withdrawing the recommendation is attached to this report. (Attachment Sd-OS)(Linda Bassi) <br />RECENTLY DECREED ISF WATERRIGHTS - On May 8, 2008, the Division 4 Water Court: <br />decreed an instream flow water right to the CWCB on Coal Creek in Case No. 06CW231 for 21 <br />cfs (February 15 -March 31), 39 cfs (April 1 -July 14), 21 cfs (July 15 -November 14) and 18 <br />cfs (November 15 -February 14), with an appropriation date of January 25, 2005. The upstream <br />terminus of the ISF reach is the confluence with Little Gunnison Creek and the lower terminus is <br />the confluence with Anthracite Creek. The ISF reach is approximately 4.8 miles long. The <br />CWCB entered into a stipulation with the Ragged Mountain Water Users Association for the <br />entry of this decree. <br />^ decreed an instream flow water right to the CWCB on the Smith Fork Gunnison River in Case <br />No. 06CW228 for 7.7 cfs (March 1 -March 31), 12.9 cfs (April 1 -July 31), 7.7 cfs (August 1 - <br />November 14) and 6.5 cfs (November 15 -February 29, with an appropriation date of January <br />25, 2008. The upstream terminus is the confluence with the North and South Forks of the Smith <br />Fork Gunnison River and the downstream terminus is the confluence with Little Coal Creels. The <br />ISF reach is approximately 3.9 miles long. <br />decreed an instream flow water right to the CWCB on the South Fork Smith Fork Gunnison river <br />in Case No. 06CW229 for 4.1 cfs (March 15 -April 14), 6.4 cfs (April 14 -July 31), 3 cfs <br />(August 1 -November 14) and 2.4 cfs (November 15 -March 14), with an appropriation date of <br />January 25, 2005. The upstream terminus is the headwaters and the downstream terminus is <br />Saddle Mountain Ditch. The ISF reach is approximately 5.5 miles long. <br />On June 5, 2008, the Division 4 Water Court decreed an instream flow water right to the CWCB on the <br />North Fork of West Creek in Case No. 04CW 160 for 3.7 cfs (April - 1 June 15), 0.80 cfs (June 16 -July <br />31), 0.40 cfs (August 1 -February 14), and 0.80 cfs (February 15 -March 31), with an appropriation date <br />of January 28, 2004. The upstream terminus of the ISF reach is the confluence with Two V Gulch and the <br />lower terminus is the confluence with West Creels. The ISF reach is approximately 6 miles long. The <br />CWCB entered into a stipulation with Catherine Conover for the entry of the decree. <br />16 <br />
