NPLATTE RIVER BASINN
GOVERNANCE COMMITTEE RECEIVES COOPERATIVE COMMENDATION
CITATION -The Governance Committee ("G.C.") received a Cooperative Commendation Citation
from the Commissioner of Reclamation in June 2008. The G.C. met in June in Denver Colorado and they
continue to make significant progress in implementing the Program. The next meeting is set for August
12-13, 2008 in Scottsbluff, Nebraska. Citation and letter can be found as Attachment Sd-1 1. For more
information visit www.platteriverprogra, m•org. (Ted Kowalski)
SOUTH PLATTE WATER RELATED ACTIVITIES PROGRAM -The South Platte Water
Related Activities Program ("SPWRAP") continues to meet on the third Thursday of every month, odd
months at the Northern Colorado Water Conservation District Offices and even months at Denver Water.
SPWRAP and the CWCB are continuing to develop the information necessary for the State's reporting
requirements under the Platte River Program. For more information, please contact Ted Kowalski of the
CWCB or Kevin Urie of Denver Water. (Ted Kowalski)
CHATFIELD RESERVOIR REALLOCATION PROJECT -CWCB staff continues to work
with a large coalition of interested stakeholders to complete a Feasibility Report and Environmental
Impact Study related to the proposed reallocation of existing storage space in Chatfield Reservoir to gain
additional water supply along the Front Range. Coordination among affected DNR agencies will continue
to be paramount as key elements of the project unfold. Two related studies, jointly sponsored by the
CWCB and State Parks, are underway to investigate: 1) Socio-economic impacts due to potential
reallocation of storage space, and 2) Feasibility of modifying/relocating recreation facilities based on new
Corps guidance with respect to the recalculated 10-year flood pool elevation. In addition, the project
stakeholders have collectively hired a public outreach firm to assist with outreach activities to enhance
planned activities by the Corps to meet NEPA requirements. The CWCB is still anxious to receive
information from the Corps regarding dam safety information specific to seismic studies that have been
recently conducted for Chatfield. A dam safety "report card" should be released in the near future, which
may influence how and when the project is able to proceed.
The Chatfield Reservoir Reallocation stakeholders are hosting a full day bus tour and project briefing on
Friday August 8th. The tour will be conducted at no cost to participants; however an RSVP is required
prior the event. Interested parties may contact David Howlett at david(a,capitolrepresenatives.com for
further information. (Tom Browning)
BOXELDER CREEK ALLIANCE WINS SUBSTANTIAL FEMA COMPETITIVE
GRANT -The new entity referred to as the Boxelder Creek Alliance (Alliance) was recently awarded a
highly coveted competitive grant through FEMA's Pre-Disaster Mitigation (PDM) Program. This on-
going mitigation program, which is nationally competitive and accepts applications for all types of natural
hazards across the U.S., is able to allocate around $65 million for planning and project grants to local
communities. The awarded grant for the Boxelder project was a $3 million contribution towards a $4
million total project involving construction of a flood control reservoir on Coal Creek in Larimer County.
The Alliance was formed with the express purpose of mitigating flood potential in the Boxelder Creek
watershed, which includes portions of Larimer County, the City of Fort Collins, the Town of Wellington,
and the Town of Timnath. The Town of Timnath has elected not to participate at this time and is
~4
15 ~
