(Randy Seaholmj <br />GLEN CANYON ADAPTIVE MANAGEMENT WORKGROUP -The Glen Canyon Adaptive <br />Management Worlcgroup (AMWG) met on May 22-23, 2008 in Phoenix. The AMWG received <br />preliminary results on the recent high flow test out of Glen Canyon. It discussed how to proceed with <br />further developing the Strategic Plan and the desired future conditions for the Grand Canyon. It reviewed <br />the priorities and preliminary budget for the next fiscal year. It also received updates on the Humpback <br />Chub Comprehensive Plan and the Monitoring and Research Plan. It is worth noting that the lawsuit filed <br />by the Grand Canyon Trust against Interior concerning the implementation of terms in the Glen Canyon <br />Dam Biological Opinion is impacting discussions surrounding desired future conditions and the desire for <br />annual Beach Habitat Building Flows and Seasonally Adjusted Steady Flows rather than flow regime <br />called for in the latest Biological Opinion. (Randy Seaholm) <br />UPPER COLORADO RIVER COMMISSION SUMMER MEETING -The Upper Colorado <br />River Commission held its summer meeting in Glenwood Springs on June 25-26, 2008. This was Scott <br />Balcomb's last meeting as Colorado's representative. In June, Governor Ritter appointed Jennifer Gimbel <br />as Colorado's new representative and appointed Alexandra Davis as the alternate representative to the <br />Upper Colorado River Commission. The Governor, Department of Natural Resources, and Colorado <br />Water Conservation Board thank Scott Balcomb for his many years of dedicated service to representing <br />Colorado. (Ted Kowalski) <br />COLORADO RIVER BASIN SALINITY CONTROL PROGRAM -New Colorado members <br />Jennifer Gimbel and David Robbins joined Steve Gunderson from the WQCD, at the Forum and <br />Advisory Council meetings May 28-30, 2008 in Montrose. A tour of salinity control work and <br />opportunities in the Uncompahgre and North Fork areas was held in cooperation with the CRWCD, <br />USBR, UVWUA, Colorado Conservation Board, and local conservation districts. Special thanks go out <br />to Dave Kanzer from the River District, Mike Baker from the Grand Junction Reclamation office, and <br />Debbie Blume and Cindy Lair from the State Conservation Board for their work in organizing the tour. <br />Marc Catlin and UVWUA hosted another of his always popular BBQs the evening of the tour. <br />Action items from the Forum agenda included: <br />• Discussion of the new Basin States Parallel Program, as authorized in the new 2008 Farm Bill, as <br />a vehicle for the States to meet their cost-share obligations on the program using the Upper and <br />Lower Colorado River Basin Development Funds. A predecessor program has been to be <br />delivered in Colorado by the Colorado State Conservation Board within the Colorado Dept. of <br />Agriculture for approximately 10 years and has been extremely popular with local entities. A <br />report to Congress describing implementation of the new program is required and the Advisory <br />Council will be working with USBR to draft and submit that document. <br />~ USDA cost-share policies for federal FY08-09 will remain as before, but a new pilot incentive <br />program will be tested in the Plateau Creek area of Colorado. <br />~ USBR's initial study of new brine disposal strategies at the Paradox project located along the <br />Dolores River near Bedrock has been assigned to the Work Group for further review and <br />recommendation. <br />~ The draft 2008 Triennial Review was approved with minor changes and the public review process <br />will commence in late July. Final adoption will occur at the Forumis fa112008 meeting, after <br />which the Colorado Water Quality Control Commission will hold a hearing and also adopt the <br />2008 Review.
