<br />. Question from Rick McLoud (Centennial Water and Sanitation) to Eric: We <br />are going to Washington DC soon-is there anything we can do? Eric <br />answered that he cannot tell the Cooperators what to do but it doesn't hurt <br />to ask officials in Washington to add Chatfield to the budget. Eric is <br />working on the process to raise the amount of the money available for the <br />50/50 cost share. <br />. Eric said he still plans on finishing this project in 2009. Tetra Tech's <br />contract is fully funded however, there may be some State/COE funding <br />issues to work out in the near future <br />. Eric wrapped up by informing attendees that new management at the <br />COE in Omaha has been hired and employees are being transferred into <br />new rolls. Eric is not sure what will happen with his roll as the project <br />manager for the Chatfield FR/EIS but he hopes that he will stay for the <br />duration of the project. <br /> <br />3a) Water Quality Analysis and Contract Modification Status <br />. Eric said that the Water Quality Study proposal that Tetra Tech put <br />together has been accepted by the COE and Tetra Tech should be <br />receiving a letter of acceptance soon. The approximately $26,000 budget <br />for the study does not count against the $40,000 left in the budget for <br />Federal fiscal year 2008. The study schedule will be based on when the <br />Tetra Tech water-quality modelers are available. <br />. Eric added that the study is a way to respond to concerns raised by the <br />Chatfield Watershed Authority and others. Tetra Tech will use the model <br />they have created and rerun it with less conservative parameters to try to <br />capture a broader range of potential impacts. <br /> <br />3b) Environmental Mitigation Plan <br />. Mary Powell (ERO Resources) informed attendees that they are making <br />well thought out and deliberate progress. There have been two <br />subcommittee meetings since the last meeting with the entire group. She <br />feels like there has been a good buy-in from all parties involved on the <br />three defined resources: birds, Preble's, and wetlands. They have worked <br />on assigning functional values on impacts for the Preble's and are now <br />moving on to birds. The birds are tougher because of the nature of the <br />habitats for birds. They are not going to go offsite for shore and water <br />habitats because if the reservoir is expanded then that habitat should be <br />expanded inside the park. The next meeting will be focused on nailing <br />down the bird functional values. They are working on tying in the COE <br />certification requirements and the incremental costs analysis at the <br />meetings as well. <br />. Mary could not say exactly when they will be done. Her sense is that once <br />they get through the very detailed issues that they should be able to move <br />more quickly through some of the more upper-level decisions. <br />.
