Chatfield Reallocation FRlEIS Study Meeting
Tetra Tech Conference Room, Lakewood, Colorado
Thursday, September 18th, 2008: 9:00 am -11:30 am

1) Introductions and Welcome
. Tom Browning (Colorado Water Conservation Board (CWCB)) welcomed
meeting attendees and announced that agenda item five (Public
Involvement) will be moved up in the meeting schedule because Brooke
Fox (Chatfield Basin Conservation Network (CBCN)) needs to leave early.
. Tom reported that the board meeting in Alamosa went well. Mount
Carbon and the State Parks are now under contract. There was a healthy
discussion about the Northern Integrated Supply Project (NISP) and the
controversy associated with it. The environmental mitigation was a huge
issue because no specific commitments were spelled out in the EIS.
Friends of the Poudre came up with their own plan that is considered a
complete alternative. Tom said there were over 700 pages of comments
on the NISP EIS and the CWCB has not taken a position on it yet. He
pointed out that there was not as much involvement from stakeholders on
that project-Chatfield has tried to keep the doors open to all involved
parties.
. The Colorado Division of Wildlife (DOW) has submitted comments on
Chapter 4 and from the discussions Tom has had they seemed very
positive about the whole process. Brooke added that the DOW will
present their views on the Chatfield reallocation to the CBCN sometime in
October. She will flag that meeting so that any interested Cooperators
can attend.

5) Public Involvement
. Brooke informed the attendees that Webb PR is crafting the content of the
flyer, website, and hotline and distributing it to the public relations
subcommittee. After it gets subcommittee approval it will be sent to Eric
Laux (U.S. Army Corps of Engineers (CaE)) and Gary Drendel (Tetra
Tech). The hotline content will be sent out today or tomorrow. The
website is under construction and there are currently about 10 pages of
content. The flyer is almost ready. There is a new map on the flyer that
encompasses some changes that subcommittee members made. The
colors have been changed to aid colorblind people in interpreting the map.
After Eric's approval, copies of the flyer will be made and distributed.
. Karen Sitoski (CaE) said that she cannot find the meeting minutes on the
CWCB website. Tom directed her to go to the CWCB homepage and from
there click on the Chatfield homepage. The minutes are located under the
Meeting Materials link on the left side of the page.
.
