. Tetra Tech has incorporated COE comments on Chapter 5 and it is back
to the COE.
. Chapter 7 is waiting for other portions of the EIS to come together before
completion.
. All of the appendices are on the FTP site and are essentially complete
except for the Conceptual Environmental Mitigation Plan and the EDAW
study.
. The EDAW study will be incorporated into the chapters where appropriate
and will be included as an appendix.
. Dave Geiger (Colorado State Parks) reminded the attendees that the
State Park's comments have not been submitted for any of the chapters.

4) Recreation Analysis
. Dave reported that the EDAW study has been put on hold until they can
get some issues resolved related to the new policy that came up requiring
that impacted structures have to be above the 1 a-year flood pool. No
progress has been made on the study recently. EDAW is working on
preliminary numbers on the cost of moving structures but they have not
spent a lot of time on this yet. There is a meeting this afternoon to try to
move all of this forward.
. The policy deals with inundation damage. Rick clarified that they want
equivalent structures to what is there now but under this new policy that
may not be possible. Existing structures are flooded as part of seasonal
fluctuations but under the new policy if they are moved the Corps will not
allow them to be in the flood zone.
. The BBC study is analyzing local and regional socioeconomic status and
user-experience in Chatfield State Park. If conditions change too much
after the reallocation the NPS could see it as too much of a modification of
Land and Water Conservation Fund grants and could halt progress.
. Brooke added that the State of Colorado has a liaison to the NPS to
coordinate these efforts. There is a lot of federal backing to protect these
concepts. The whole park is looked at for evaluating the impacton the
grants from theLand and Water Conservation Fund.
. Gary asked Eric about the status of Betty Peak's (COE)
recreation/economics study; Eric responded that she is on hold until the
facilities-relocation issue is resolved.

5) Public Involvement
. Eric wanted to reiterate that, despite the fact that a public relations firm
has been contracted, Tetra Tech is still in charge of handling meetings
and interaction during the public comment period.
. Brooke informed the attendees that Webb PR is under a 4 month contract
to help with public involvement. Haley McKean is the Webb PR
representative handling Chatfield.
. Haley passed out the draft of the handout they have created to distribute
to visitors at Chatfield. They have negotiated to print 40,000 copies at a

Tetra Tech

6
