• SB 179 Funding Request: Travis Smith: <br />Rio Grande Reservoir -San Luis Valley Irrigation District - "Rio Grande Reservoir Multi-Use Rehabilitation: <br />Refinement & Enhancement of Resei°oir Re-Operation & Optimization Model" - Requesting $100,000.00 <br />Basin Funds to enhance RioResMod. <br />Comments: Mike G. and Travis spoke of the proposal not meeting 10-day prior distribution to <br />members. Mike G. requested more detail on budget. CDM sent it. Budget was passed around to <br />members. Mike G. reviewwed how proposal met threshold and evaluation criteria. <br />Highlights of Presentation: Last month, as the SLVID (the district) and CDM were about to <br />complete the Rio Grande rehab and enlargement study, the draft was circulated to stakeholders. You <br />can go to web of the Rio Grande Water Consei-ation District (www.rwcd.org) and download the <br />findings that came out of the Phase hI report. We narrowed the scope of reservoir study to see what <br />the effects would be of a 10,000 It enlargement of the reservoir. We needed a hydrological model to <br />see how we could meet nonconsunnptive needs, compact requirements, address transit losses and <br />deficiencies. Out of that Phase II report the RG Reallocation Model was put together and was <br />reviewed by stakeholders. This application seeks funds for this modeling effort: Includes these <br />modeling data, input from stakeholder workshops, and enhancements to RioResMod. Hope to put it in <br />place for next rear's water season to enable better forecasting. Model enhancements will come from <br />input in stakeholder workshops. Developed in Excel and is easy to nun and user friendly, making it <br />accessible and easy to understand. This will be a useftul product coming out of this Rio Grande <br />project, a prototype which can be applied to Terrace reser oir and other reservoirs. Main point is to <br />get our reser oirs rehabbed. In addition, these Rinds will provide for a detailed study of the hydro- <br />power potential of a rehabilitated reservoir. <br />Discussion: Ray Wright - Rio Grande Decision Support System (RGDSS) and its data - will it be <br />usefiil? Deal with surface rights? Not duplicating efforts? Mike G.- this is a Rio Grande system <br />support model not a water allocation model. Mike Sullivan: Models like this take into account <br />surface rights plus all sorts of sciences which are used to aid us in making longer term decisions on <br />how we operate a system. Travis - This will enhance RGDSS, do some things it was not set up to do. <br />Cindv - How much -,will it cost if Alamosa River and others want to use it? How much technical <br />assistance will we need? Travis - The tool will be available. Not sure what the cost will be. The <br />prototype is being created. Mike Sullivan and Ray- said these workshops are a good idea and create a <br />win - win situation. The more complex the interactions and data are, the better, revealing information <br />we would not otherwise see. Rio - it will be good to have lots of input so we can see what the <br />implications are. Travis - we hope water users, ditch companies will participate. We have to show <br />water users that it isn't going to cost them any water. Ray - we want specificity on return flows, <br />transit losses, alternate flow of diversions, ability to calculate offsets of well depletions to river, <br />subdistrict needs. This gives us a working platform, answers, avoids protracted litigation. Mike G.: I <br />don't think there's any question about its importance. Let's dust off the RGDSS, plug this in, test how <br />it applies. <br />• Budget question to be addressed: On Budget, list $225/hour engineer rate. It's double the rate others <br />are paying - some really high priced and well qualified engineers. Travis recognized the question and <br />said he would check on the figure. <br />• Meeting SB 179 criteria: Mike G went through each of the threshold and evaluation criteria and <br />determined this proposal met all criteria. Other pre-compact reservoirs can benefit from this. This <br />project addresses in a compelling manner how various issues affect water availability and <br />sustainabilitw. <br />VOTE: Doug Shriver moved to approve the application and forward it to CWCB's November <br />meeting for ftmding. Cindy Medina seconded the motion.
