in Rangely. The town addressed the two issues raised at that meeting, a match amount <br />and a plan for the town to finance the construction of the storage tank designed by this <br />proposal. The town proposed a 20% match ($76,328 total project, $15,626 from Yampa) <br />and provided a letter outlining the grants it will to pursue for construction. <br />Discussion of the issue included the scope of the proposal which includes evaluating the <br />town's water rights, hydrologic availability of those rights, managing growth with respect <br />to water, and the design of a treated water storage tank (identified as a primary water <br />need in previous studies). Dan Birch stated that he supports requests from small <br />municipal interests; however, he thinks the proposal lacks an adequate match for use of <br />1177 funds. Further, Dan believes that 1177 funds need to focus on water supply rather <br />than treated water infrastructure and will vote no. Tom Sharp was of the opinion that the <br />Roundtable had encouraged small municipalities to apply with their needs and that this <br />proposal addressed the questions posed by the Roundtable at the last meeting. Other <br />members expressed support for the Yampa proposal. Mr. Dickenson moved to approve <br />the proposal for Basin Funds and Mary Brown seconded. Votes were all in favor with <br />the exception of Mr. Birch who voted nay. <br />Other Business <br />Doug Monger updated the Roundtable on the status of the Routt County-City of <br />Steamboat water quality study. A contract is underway with the USGS. <br />Tom Sharp provided information on the Water Form held in Steamboat Springs. There <br />were requests from some participants for more information about Roundtable meetings. <br />He will discuss a systematic way to publish notices of upcoming meetings with Paul <br />Strong, the Roundtable secretary. <br />Dan Birch discussed the phase 1 energy needs report. A draft is being circulated and <br />revisions are expected to make it more readable for laypersons. It is likely to stay as a <br />final draft until phase II quantification is completed, then a final report will be available. <br />Considerable work remains to be accomplished prior to that report. <br />The next regular quarterly meeting is to be in Meeker the 3'd Wednesday of July. <br />Meeting adjourned
