Yampa/White River Basin Roundtable Special Meeting Minutes <br />Wednesday, June 11, 2008 <br />Holiday Inn <br />Craig, Colorado <br />Tom Sharp Calls Special Meeting to Order <br />Review and Approval of Minutes of May 7 special meeting- <br />Continent on a typo for Sparks Reservoir <br />Motion to approve as corrected by Doug Monger approved unanimously <br />Report from IBCC Representatives (Dan Birch) <br />The direction of a "water future" for Colorado and the role of the IBCC in that process <br />was discussed at the last IBCC meeting. <br />Non-Consumptive Water Needs Study <br />Geoff Blakeslee introduced Nicole Rowan of CDM who made a Power Point presentation <br />on Statewide Non-Consumptive Water Needs Study. The presentation contained a <br />background on the SWSI, GIS concepts, flow evaluation tools, and Yampa/White <br />Roundtable input, culminating in attributes to be included in analysis of non-consumptive <br />flow needs in the Yampa/White Basin. The recommendation was made to use the <br />following seven attributes: Boating, Fishing, Waterfowl Hunting, Federal Threatened & <br />Endangered Fish, State Threatened & Endangered Species, Riparian Areas, Instream <br />Flow and Lake Protection. <br />The roundtable discussed how these final attributes were chosen. Geoff and Kent <br />Vertrees explained that the items should have one of these characteristics: a basis in the <br />SWSI studies, a State or Federal listed species, or important recreational use. This <br />smaller list includes important features but lessens redundancy of the initial list. It also <br />focuses on items that flow can be quantified for and limits relationship to land use issues <br />that were problematic with many members. <br />A process was described whereby the attributes will be correlated to stream flow. Stream <br />flows will be determined by tools described by Nichole in her presentation. After <br />mapping of the attributes the Roundtable will discuss prioritization and quantification of <br />the non-consumptive needs in the Basin. The mapping will only cover stream segments, <br />and will not include adjacent land classifications. <br />Doug Monger moved to approve the seven attributes described in the CDM presentation, <br />and the mapping by only stream segments, Mr. Dickenson seconded and the motion <br />passed unanimously. <br />Other Items of Discussion/New Business <br />Kevin McBride presented the grant proposal titled "Town of Yampa Water Facilities Plan <br />and Storage Tank Upgrades". This was originally presented at the April 16 2008 meeting
