"I prefer not to make these decisions myself." <br />Ray asked if there might be new funds for SB-179 and whether any unused money <br />would revert to the state. Eric responded that we have three years left. Any money left <br />in the Basin Account by the end of 2010 will revert to State Account. We now have a <br />full million in all of the Basin Accounts. Should we make an adjustment this fall? Given <br />the level of activity, maybe in September there could be more requests statewide. With <br />this complexity, there may be adjustments to the guidelines as early as October. Steve <br />Vandiver expressed concern for state budget. Costs state going to incur. Eric Hecox <br />assured "the money here is as protected as it can be, as it comes out of severance tax <br />funds. There are many ballot issues relating to severance tax. Uncertainty.... WSRA <br />keen on extending the program. The money on this sheet is fairly certain. Make sure <br />proposals that come forward are of excellent quality. Mike - we will discuss this in July. <br />Requests for Funding <br />Nicole moderated and co-presented proposals for funding with PowerPoint slide <br />presentations. The slide show for each presentation is available upon request. <br />Rio Grande Headwaters Restoration Project - 2008: Jeremy Yoh and Mike Gibson <br />• Request: $35,000 Basin funds; $250,000 State funds. <br />• Action: Lawrence Gallegos moved to approve; Charlie Spielman seconded. <br />• Discussion: Mike answered questions re site of Project, explained from map <br />showing progress of the Restoration Project along the Rio Grande. Importance to <br />Alamosa. There were no issues raised. <br />• Vote: Unanimous approval the request go forward to CWCB. <br />Santa Maria Reservoir Co. - Santa Maria & Continental Reservoirs - <br />Rehabilitation: Ron Peterson <br />Request: $50,000 Basin funds; $141,700 State funds <br />Action: Steve Vandiver moved to approve; J.B. Alexander seconded. <br />Discussion: Mel Getz spoke about value, history & significance of both <br />reservoirs. Rio favored positive effects on riparian areas. Charlie suggested <br />potential for hydropower and possible interest of State in pursuing potential. <br />Cindy suggested the $40,000 of applicant costs could be more detailed. Ron <br />Peterson & Ed Thoms ready to do that if requested. Mike Gibson supported <br />importance for flood control, being prepared for an extraordinary event. Steve <br />Vandiver said there are many variables that need to be studied and lamented <br />encountering storage restrictions on Continental when they needed that storage. <br />Steve also spoke of importance for storing Transmountain, DOW, and Compact <br />water.
