<br />FLOOD INSURANCE STUDY <br /> <br />1.0 INTRODUCTION <br /> <br />1.1 Purpose of Study <br /> <br />This Flood Insurance Study (FIS) revises and supersedes the FIS reports and/or Flood <br />Insurance Rate Maps (FIRMs )lFlood Boundary and Floodway Maps in the geographic area <br />of Larimer County, Colorado, including the Cities of Fort Collins and Loveland, and the <br />Towns of Berthoud, Estes Park, Johnstown, Timnath, and Wellington, and unincorporated <br />areas of Larimer County (hereinafter referred to collectively as Larimer County) and aids <br />in the administration of the National Flood Insurance Act of 1968 and the Flood Disaster <br />Protection Act of 1973. This study has developed flood risk data for various areas of the <br />community that will be used to establish actuarial flood insurance rates. This information <br />will also be used by Larimer County to update existing floodplain regulations as part of the <br />Regular Phase of the National Flood Insurance Program (NFIP), and by local and regional <br />planners to further promote sound land use and floodplain development. Minimum <br />floodplain management requirements for participation in the NFIP are set forth in the Code <br />of Federal Regulations at 44 CFR, 60.3. <br /> <br />Please note that the Towns ofBerthoud and Johnstown are located in more than one county <br />but are included in their entirety in the Larimer County FIS report. Also note that any <br />references to the Town of Windsor on the Larimer County FIRM panels are for <br />informational purposes only. <br /> <br />In some states or communities, flood plain management criteria or regulations may exist <br />that are more restrictive or comprehensive than the minimum Federal requirements. In such <br />cases, the more restrictive criteria take precedence and the State (or other jurisdictional <br />agency) will be able to explain them. <br /> <br />1.2 Authority and Acknowledgments <br /> <br />The sources of authority for this Flood Insurance Study are the National Flood Insurance <br />Act of 1968 and the Flood Disaster Protection Act of 1973. <br /> <br />Town of Estes Park <br />The hydrologic and hydraulic analyses for the original study for the Town of Estes Park <br />were performed by Gingery Associates, Inc., for the Federal Emergency Management <br />Agency (FEMA), under Contract No. 8-4017. This study was completed in July 1977. <br /> <br />Revised hydraulic analyses for the Big Thompson River, Fall River, and Black Canyon <br />Creek were performed by Simons, Li & Associates, Inc. (SLA), for FEMA, under Contract <br />No. EMW-83-C-1l67. This work was completed in April 1985. <br />
