(Ray Alvarado) <br />SEO's SURFACE WATER CONSUMPTIVE USE RULES: By order issued May 12, 2008 <br />SEO Dick Wolfe created an "Advisory Committee for Arkansas River Compact Rules to Govern <br />Improvements to Surface Water Irrigation Systems". The second Committee meeting was held July 30 in <br />Pueblo. Additional meetings are scheduled for September 19, October 22, and November 13. The <br />Board's Finance Committee will be considering a $250,000 construction fund grant to assist water users <br />comply with the proposed rules. Details of the grant program, including eligible activities and <br />participants will be developed through the Advisory Committee prior to the November Board meeting. <br />Dick Wolfe can report more on this activity during his SEO report. (Steve Miller) <br />FOUNTAIN CREEK VISION TASK FORCE: The Task Force is receiving $75,000 of WSRA <br />funding and staff is monitoring and assisting this group. Staff attended a September 4th meeting with <br />Senator Salazar and the Task Force where he heard several brief reports on progress and encouraged the <br />participants to continue working collaboratively tofind solutions to the flooding and water quality <br />problems that have divided the watershed. On September 5 staff attended a Task Force meeting to refine <br />the draft Vision Plan, which is scheduled for release and public review and comment inmid-November. <br />The Corps of Engineers will also have another edition of its flood study available in October. (Steve <br />Miller) <br />COLORADO RIVER BASIN <br />COLORADO RIVER 2009 ANNUAL OPERATING PLAN (AOP): The second meeting to <br />develop of the 2009 AOP was held on August 26th. The draft AOP still indicates that Lake Powell will <br />operate in the "Upper Balancing Tier." Therefore, releases from Lake Powell will be 8.23 MAF unless <br />certain conditions defined in that Tier occur. The Lake Powell equalization elevation (i.e. the 602(a) <br />storage level) is 3639 in 2009. The "Intentionally Created Surplus Condition" is the criteria that will <br />govern operations at Lake Mead in 2009, normal releases of 9.2 to 9.3 MAF adjusted for water either <br />stored in or recovered from the water banks and repayments of Inadvertent Overruns. The final <br />consultation meeting will be October 24th. The Colorado River AOP can be found at: <br />http://www.usbr.gov/uc, under "Recently Released Documents." <br />Currently Lake Powell is projected to release 8.879 MAF in WY 2008 and is anticipated to release about <br />9.0 MAF in 2009. During WY 2008 Lake Mead is projected to release 9.613 MAF to satisfy a <br />downstream demand of 9.572 MAF with the Southern Nevada Water Authority also pumping 283,000 <br />AF. In WY 2009 the Lake Mead values are projected to be 9.093 MAF, 9.093 MAF and 287,000 AF <br />respectively. (Randy Seaholm) <br />UPPER COLORADO RIVER RECOVERY PROGRAM - RUEDI 10825 <br />REPLACEMENT WATER UPDATE: Replacement of 10,825 acre-feet of Ruedi water currently <br />being provide through a contract with Reclamation that runs through 2012 is a requirement of the 15-Mile <br />Reach PBO. A draft alternatives report has been completed and the most favored alternative includes <br />'~~~ 13 .w <br />~e <br />~~ <br />
