The Corps and the CWCB are cooperating on a re-evaluation and characterization of the PMP in the <br />Cherry Creek basin. The study is scheduled for completion late this year. The dam will then be analyzed <br />for its ability to safely pass the volume of water associated with the resulting PMP. (Tom BNOwning) <br />UPPER MISSOURI RIVER BASIN STATES COOPERATORS' ROUNDTABLE: As a <br />result of national meetings in 2005 and 2006, a series of regional Cooperators' Roundtables was initiated <br />to assess and provide input to the U.S. Geological Survey on its Cooperative Water Program. On August <br />26-27, 2008, the meeting for the Upper Missouri River Basin States (Colorado, Kansas, Montana, <br />Nebraska, North Dakota, South Dakota, and Wyoming) was held in Cheyenne, WY, under the <br />sponsorship of the Interstate Council on Water Policy (ICWP), the Missouri River Association of States <br />and Tribes (MoRAST) and the USGS. The specific objective was to discuss the capabilities of USGS <br />programs in stream-gaging, groundwater monitoring, and water-science; and to solicit ideas for their <br />extension and improvement. <br />The USGS stream-gaging program has essentially two funding sources: the National Streamflow <br />Information Program (NSIP) and the Federal-State Program (Cooperative Water Program {CWP}). The <br />CWP, as originally established, is to be funded with a 50-50 match of Federal and Cooperator funds. In <br />recent years the Cooperators have had to shoulder more of the program's cost to keep alive the USGS <br />programs (stream-gaging and Science Center studies) important to the Cooperators. The Administration's <br />funding requests for stream-gaging and Cooperator-related research have either remained static or <br />declined in recent years, precipitating the elimination of many high valued (30 years of record or more) <br />gaging sites. This adversely impacts Cooperators' water management programs. <br />Presentations of USGS programs were made and breakout sessions were held to discuss ways to improve <br />the program and its funding. <br />It is important to note that, for the past several years, Staff and the Board have written letters to Congress <br />urging adequate funding of the CWP and NISP programs. Other States and organizations have also <br />lobbied Congress to restore funding to levels adequate to support this important program. While <br />Congress has increased the Administration's funding requests for the NISP program, the resultant <br />increases have been negligible. As a result, the States have experiences a continued reduction in the <br />number of operational gages, especially high value gages. Staff will continue to monitor the situation and <br />will update the Board as necessary on actions or efforts to improve Colorado's stream gaging network. <br />(Owen Williams) <br />ARKANSAS RIVER BASIN <br />ARKANSAS RIVER DECISION SUPPORT SYSTEM (ArkDSS): The draft scope of work for <br />the Arkansas DSS Feasibility Study scope of work has been completed and has been initially reviewed by <br />CWCB and DWR staff prior to it being released for review and comments to the IBCC Arkansas River <br />Basin roundtable. Staff will meet with roundtable members on September 10, 2008 to present anticipated <br />feasibility tasks and to solicit feedback and comments on the feasibility study prior to finalizing the scope. <br />Once the feasibility scope is final, the request for proposal process will begin with the selection of a <br />~~ 12 <br />
