<br />• <br />COST-SHARING GRANT PROGRAM MINIMUM REQUIREMENTS <br />Competitive Process: The CWCB will select a group of projects to fund totaling <br />$450,000 from those entities meeting these minimum requirements. An <br />independent evaluation team consisting of CWCB and Colorado Dept. of <br />Agriculture staff, a representative from the 1°amarisk Coalition, and one or more <br />environmental and or volunteer organizations will provide a set of recommended <br />projects to the Board for review and final selection at the Board's November 2008 <br />meeting. Any entity submitting an application for funding will be excluded r'rom the <br />evaluation team. <br />2. Project Scope: Projects must be physically located in a w~aershed covered by a <br />state approved TFdO Control Plan and must demonstrate consistency with that plan. <br />Projects must address all four key components of tamarisk and russian olive <br />control: integrated pest management (IPM), revegetation, and monitoring, and <br />maintenance to ensure successful restoration of riparian lands. "State approved <br />plan" means approved by the State Weed Manager in the Colorado Dept. of <br />Agriculture. <br />3. Matching Funds: A minimum of one half of project costs must come from non-state <br />cost sharing, which may consist of a combination of in-kind and cash match, no <br />more than 50% of the 50% match may be in thE~ form of in-kind services. Use of the <br />• cost sharing Grant Program as seed funds to take full advantage of other grant <br />programs from Federal sources such as EPA, Corps of Engineers, and USDA; and <br />from private foundations is strongly encouraged. <br />4. Eligible Entities: local governments, conservation and water conservancy districts, <br />weed management districts, established non-profits organizations, and Colorado's <br />two Ute Tribes. Private landowners, state and federal agencies are not eligible to <br />receive grant funds, however projects may be conducted on private, state, or <br />federal lands under the sponsorship of an eligible entity. <br />5. Maximum/Minimum Award: The initial allocation of funds for this competitive round <br />is $450,000. No single project/entity will receive more than $100,000 in FY08-09. <br />Thy CWCB will reserve a minimum of $100,000 for projects requesting $50,000 or <br />less in funding. No projects smaller than $10,000 will be considered. <br />• <br />
