8.5.2 Alternative 1-Purchase of the Water R_ghts and Construction ofa Recharge Reservoir <br />Alternatives I and 2 both include the purchase of water rights and the implementation of <br />measurement structures, both of which will be necessary to obtain a permanent plan for <br />augmentation. In addition, Alternative 1 includes the construction of a recharge reservoir under the <br />Ogilvy Ditch system to facilitate the winter augmentation obligations associated with the OAC plan <br />for augmentation. The recharge reservoir will be operated by delivering water available pursuant to <br />the newly purchased water rights through the Ogilvy Ditch and into the recharge facility; winter <br />recharge credits would subsequently occur. This alternative is less expensive than that of Alternative <br />2, but it also provides less flexibility in the augmentation operations as the recharge accretions are <br />somewhat uncontrolled after the water is delivered to the aquifer. For this reason, Alternative 1 is <br />not the preferred alternative. <br />8.5.3 Alternative 2 - Purchasef'the Water Rights and Construction of a Recharge Reservoir and <br />SO Acre-Ft Reservoir <br />Alternative 2 is similar to Alternative 1, with the exception that it also includes a 50 acre-foot lined <br />storage reservoir located near the end of the Ogilvy Ditch system. The lined storage reservoir will <br />add flexibility to plan for augmentation by allowing OAC to make controlled augmentation releases <br />from lined storage during times when the accretions from recharge are inadequate. The lined storage <br />reservoir will also enable OAC to capture any excess recharge accretions that accrue to the river. By <br />implementing and utilizing the lined reservoir in this manner, OAC will ultimately utilize its newly <br />acquired water rights more efficiently without loss of augmentation credit to the river. For this <br />reason, Alternative 2 is the preferred alternative. <br />8.5.4 Project Cost Estimate <br />The complete breakdown of the cost of the work proposed for Alternative 1 and Alternative 2 are <br />shown in Table 10, Section 8.0 Project Analysis. The costs are based on our past experience with <br />similar projects and also from data supplied by local contractors and suppliers. Quantities were <br />based on surveying and a topographic map of the dam outlet area that was recently conducted for this <br />project. <br />A summary of the costs for the two alternatives, including the engineering fees and contingencies, <br />are shown in Table 10. <br />Feasibility Study of the Ogilvy Augmentation Company Page 16 <br />Well Augmentation Project <br />
