1.0 INTRODUCTION <br />The Ogilvy Augmentation Company (OAC) is an augmentation group established in 2005 for the <br />purpose of augmenting wells that operate under the Ogilvy Ditch service area, located in Weld <br />County. A number of irrigation wells are utilized within the irrigation service area to provide <br />supplemental irrigation water supplies to farms owned by stockholders of the Ogilvy Irrigating and <br />Land Company (OILG). Prior to 2003, the irrigation wells were generally enrolled with the <br />Groundwater Appropriators of the South Platte (GASP). In 2003 OILC elected to pursue an <br />independent augmentation plan for 19 wells included within the OILC service area and filed Case <br />No. 2003CW 150 in District Court, Water Division 1 for a change of water rights and approval of <br />plan for augmentation to ensure a means of continued legal operation of the wells. The wells have <br />operated under State Engineer approved annual substitute water supply plans (SWSPs) since 2003 <br />using leased water supplies. In 2005, the OAC was established and the development and <br />administration of the plan for augmentation and annual SWSP was conveyed from the OILC to OAC. <br />The OAC has diligently pursued feasibility analysis and potential water rights acquisitions to support <br />the plan for augmentation. Recently, the OAC purchased 1.0 share of the Greeley Irrigation <br />Company (GIC) and currently has an option to purchase an additional 5.0 shares. In addition, the <br />OAC expects to construct a recharge facility and a lined reservoir under the GILC ditch system and <br />implement instrumentation and measurement structures throughout the ditch system. OAC intends to <br />purchase an additional 5.0 shares of GIC and utilize 6.0 total shares as a primary replacement water <br />supply for the plan for augmentation. The instrumentation and measurement structures are intended <br />to facilitate the operation of the plan for augmentation and improve the efficiency of general ditch <br />system operations. OAC is seeking to obtain a Colorado Water Conservation Board (CWCB) loan to <br />financing the purchase of 6.0 shares of GIC, develop reservoir storage of up to 100 acre-feet, develop <br />a recharge facility, construct up to 15 measurement structures and associated instrumentation, and <br />purchase and install 17 totalizing flow meters. <br />2.0 PROJECT SPONSOR <br />The sponsor for this augmentation project is OAC. The OAC is anon-profit corporation registered in <br />the State of Colorado.
