The <br />spillway extension plan is not under the jurisdiction of the SEO's office since that portion <br />of this entire project has no effect on the dam or dam safety. <br />Project Sponsor <br />The Windsor Reservoir and Canal Co. (the predecessor to WRCC, Inc.) was organized <br />and incorporated in May 2, 1890. The company's Bylaws and Articles of Incorporation <br />are included as Appendix D. As a result of a corporate reorganization which was <br />finalized in 2007, Windsor Reservoir Company was basically reorganized into its present <br />corporation, WRCC, Inc. The Board of Directors of WRCC, Inc. has the power to levy <br />annual assessments and enter into loan agreements such as the one being sought here. A <br />copy of the minutes from a regularly constituted Board of Directors meeting authorizing <br />the pursuit and obtaining within loan is attached as Appendix E. <br />There are 1,000 shares of WRCC stock issued. A list of the shareholders is attached as <br />Appendix F. All outstanding shares and shareholders are agricultural users and owners <br />with the exception of nine shares owned by the Central Colorado Water Conservancy <br />District. <br />Project Service Area and Facilities <br />The approximate service area boundaries are shown in Figure 1 attached as Appendix G. <br />The service area of WRCC, Inc. includes approximately 86,000 acres of which 55,000 <br />acres is irrigated and planted in crops or pasture. Crops grown in the service area include <br />corn, beans, pinto beans, wheat, barley, oats, alfalfa, grass hay and some vegetable crops. <br />In addition to the Big Windsor Reservoir, WRCC, Inc. owns Douglas Reservoir, <br />Reservoir #8, Annex Reservoir, Elder Reservoir and Cobb Lake. These reservoirs are <br />shown on a large map previously submitted to CWCB as well as Appendix G. <br />Hydrology and Water Rights <br />A table of the decreed storage for all of the reservoirs owned by WRCC, Inc. is attached <br />as Appendix H. Note that Big Windsor Reservoir is listed first on this table. <br />Project Alternatives <br />The primary impact of this project is to maintain the integrity of the existing facilities and <br />prevent any economic damages to adjacent landowners. <br />A. Dam Crest <br />Three alternatives were considered in addressing the dam crest issue. Please see SEO <br />letter Appendix B. Alternative #1 was selected after study and evaluation designed to <br />maintain the maximum design capacity, preserve storage in the reservoir and to avoid the <br />necessity of a full hydrological study at a cost estimated to be approximately $100,000. <br />Page 2 <br />
