<br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />Feasibility Study <br />WRCC, Inc. <br />Dam Crest Maintenance <br />and <br />Spillway Outfall <br />Introduction (Need for the Project) <br />This project consists of two segments which are being combined for one loan application. <br />A. Embankment Dam Crest <br />The objective of this segment of the project is to bring the dam crest and embankment <br />into compliance with DWR, SEO's requirements. The crest of the dam requires a top <br />dressing and regarding to ensure that the free board requirements are met. The southern <br />end of the abutment currently has a low area at the southeastern extremity and this will be <br />filled to the required crest elevation. The entire crest will be graded to the upstream <br />reservoir area and top dressed with road base gravel for protection. The Big Windsor <br />Reservoir originally consisted of two independent reservoirs that were joined to form one <br />reservoir by enlarging the western main embankment. The original northern reservoir <br />spillway was abandoned at this time, but a low area remains in this area. Recent <br />residential development to the west of the reservoir has constructed a flood water outlet <br />in the vicinity of the old spillway and a small berm and control pipe will be constructed <br />across this channel. <br />A letter to the company dated September 28, 2004 from Michael D. Cola, senior <br />professional engineer, discusses the need for this remedial action and reviews some <br />alternatives. Alternative One was selected by our engineer and was subsequently <br />approved by correspondence of July 28, 2008 from Mark R. Haynes, P.E. Chief, Safety <br />of Dam Program. These letters are attached as appendixes B and C. <br />B. Spillway Outfall <br />The main spillway currently discharges into an area outside of the historical natural <br />channel onto farm land that is not owned by the company. It is currently not channelized <br />in any way and discharge would simply flood over a large acreage. To comply with <br />DWR requirements, a spillway channel will be excavated to divert flows away from the <br />adjacent landowners and to convey flows to the natural channel. <br />Project Background and Need <br />The need for the project has been instigated by the DWR to bring the facility into the <br />SEO's current dam safety requirements. There will be no change in the storage capacity, <br />water shed area, water demands area, hydrology -water rights or existing yield, water <br />demand or availability, water quality, inflow parameters or stability of the embankment. <br />The SEO's office has classified the embankment crest maintenance and abutment <br />Page 1 <br />
