INSTITUTIONAL CONSIDERATIONS Entities that are, or may be, involved in the design, construction, and financing of the project include: Bull Creek Reservoir, Canal and Power Company: financing and project management. Water Resource Consultants, LLC: project coordination, feasibility study, engineering design, permitting and construction management. Environmental Solutions: Permitting and interfacing with the USFS and the Army Corp of Engineers. Palisade National Bank: Short term financing until a construction loan is granted by CWCB. Colorado Water Conservation Board (CWCB): Long-term construction financing Colorado State Engineers office: approval a design documents and construction inspection. U.S. Army Corp of Engineers: Permitting and compliance with the Clean Water Act (wetlands permitting). USFS: Environmental assessment, access permits, construction permits. The Reservoir Company is the lead for financing, design, and construction of the project. The Reservoir Company will be the entity who enters into contracts and agreements with the various entities to conduct the work.
