Design and construction documents in accordance <br />with the Rules and Regulations for Dam Safety and Dam Construction, as <br />embodied in CRS 2 CCR 402-1 , are being prepared. <br /> <br />INSTITUTIONAL CONSIDERATIONS <br /> <br />Entities that are, or may be, involved in the design, construction, and financing of the project <br />include: <br /> <br />Bull Creek Reservoir, Canal and Power Company: financing and project <br />management. <br />Water Resource Consultants, LLC: project coordination, feasibility study, <br />engineering design, permitting and construction management. <br />Environmental Solutions: Permitting and interfacing with the USFS and the Army <br />Corp of Engineers. <br />Palisade National Bank: Short term financing until a construction loan is granted <br />by CWCB. <br />Colorado Water Conservation Board (CWCB): Long-term construction financing <br />Colorado State Engineers office: approval a design documents and construction <br />inspection. <br />U.S. Army Corp of Engineers: Permitting and compliance with the Clean Water <br />Act (wetlands permitting). <br />USFS: Environmental assessment, access permits, construction permits. <br /> <br />The Reservoir Company is the lead for financing, design, and construction of the project.
