Again, due to access, engineering costs are minimized by <br />working on all three reservoirs in sequence or simultaneously. <br /> <br />IMPLEMENTATION SCHEDULE <br /> <br />Even thought the Stipulation and Agreement was not finalized until October, 2003, the <br />AQreement requires that all work be completed by October 31,2004. This includes preliminary <br />and final design, permitting, financing and construction. The Agreement does have a caveat <br />that allows the Division Engineer to extend construction beyond 2004 should extenuating <br />circumstances beyond the control of the Reservoir Company occur. However, the discretion to <br />allow a continuance is at the discretion of the Division Engineer. <br /> <br />Even though it is an ambitious schedule, the intent of the Reservoir Company is to implement <br />the rehabilitation and enlargement in 2004. With this in mind, much of the preliminary field work <br />required for design and permitting was conducted in 2003. This included geotechnical field <br />work, surveying, wetlands delineation, and biological assessments needed for preparation of the <br />USFS Environmental Assessment. This also included discussions with the USFS and the US <br />Army Corp of Engineers with respect to permitting requirements. <br /> <br />PERMITTING <br /> <br />Three agencies are required to issue permits. These are: <br /> <br />U.S. Forest Service. All three reservoirs, and all access to the reservoirs, is <br />on USFS land. Based on ongoing discussions with the USFS, it is <br />anticipated that a permit will be forthcoming in the summer of 2004. <br />U.S. Army Corp of Engineers. A 404 permit has been initiated with Army <br />Corp of Engineers. Wetlands have been delineated.
