City of Rifle Water Conservation Plan Final Report -July 2008 <br />Establish a leak detection audit polic~(not selected) <br />City staff believes that it has implemented good historical water distribution leak <br />detection surveys and it continues to survey the system on a 5-year cycle. Unless future, <br />more accurate, system-wide water balance determinations indicate high distribution <br />system water loss, increasing leak detection/repair effort may not have a favorable <br />cost/benefit ratio. <br />Continue the leak repair policy not selected <br />The existing policy requires large leaks to be repaired immediately and smaller leaks to <br />be repaired in less than two days, after discovery. Because this program is already in <br />place, it is unnecessary to include it in this plan. <br />Reduce construction water use (not selected <br />Construction projects use a significant amount of potable water for compacting soils and <br />for dust control. Two options have been proposed to reduce this water use. The first is to <br />increase the water rates charged to contractors. The second is to explore the use of raw <br />water for construction purposes. Adjusting the water rate will likely be reviewed in <br />conjunction with the system-wide rate analysis. Given the magnitude of this use <br />compared to peak day demand, creating a raw water source for construction does not <br />have a favorable cost/benefit ratio. <br />Educational Programs <br />Spearhead the creation of a City Water Conservation Taskforce (in `Top 17 <br />Water conservation programs must have community and stakeholder support to be <br />successful. Even though this program has no quantifiable water savings, it is a critical <br />element. This effort would entail creating a group of business owners, residents, City <br />staff, large water users, industry professionals and others to make ongoing <br />recommendations to the City Council on how to pursue the measures and programs <br />outlined in this plan. <br />Create a water conservation website (in `Top 17 <br />No community outreach campaign can be complete without a website to explain and help <br />implement a water conservation plan. The City of Rifle intends to add a water <br />conservation plan webpage to its water utility's website with useful information and links <br />targeted at Rifle citizens and businesses. <br />Conduct an annual water conservation workshop (in `Top 17 <br />The City will hold an annual efficient irrigation and xeric landscaping workshop that will <br />provide interested citizens with information to help them reduce peak summer water use <br />and avoid the highest water rate tiers.
