Roles and Next Steps in Visioning and Evaluating Strategies <br />The IBCC, Basin Roundtables, CWCB Board, and CWCB Staff all have important roles to play in <br />developing a shared vision for Colorado's water supply future and examining strategies for <br />achieving it. <br />IBCC - Undertakes initial visioning to help frame the conceptual approaches that support <br />various visions of Colorado. The IBCC then works with the Colorado Water Conservation <br />Board (CWCB) staff as described below. The IBCC provides input on various work products as <br />they are developed and identifies opportunities for interbasin cooperation and negotiations. <br />Basin Roundtables - Provides input on the visioning process and input on various work <br />products through their representatives on the IBCC. Complete work on their updated needs <br />assessments for incorporation into the technical work on statewide visions. <br />CWCB Board - Provides input into the visioning process and helps direct the implementation <br />of staff work elements as described below. <br />CWCB Staff - Based on the visioning exercise, the Board's strategic plan, and the Statewide <br />Water Supply Initiative (SWSI) implement the necessary technical work to put flesh on the <br />bones of the statewide visions developed by the IBCC. CWCB staff will primarily do this by <br />completing and integrating work through the nonconsumptive needs assessments, the <br />consumptive needs assessments, the technical team for the water availability study, and the <br />Basin Roundtables' updated needs assessments. As work products are developed they will be <br />vetted to the IBCC and CWCB Board for input and comment. <br />Next Steps <br />Following these roles, analyze the strategies outlined above in a way that achieves the following <br />objectives: <br />¦ Examine the tradeoffs between different strategies <br />¦ Examine "what if" scenarios <br />¦ Examine ways to integrate consumptive and nonconsumptive needs <br />¦ Examine the risks associated with different strategies and who bears those risks <br />¦ Incorporate the sound technical analysis from all previous and ongoing studies (SWSI I and <br />II, Task Orders, Nonconsumptive Needs Assessments, Consumptive Needs Assessments, <br />Energy Study, Supply Availability Study, other WSRA studies, etc.) <br />¦ Examine the potential impacts of climate change on our state's water supply availability as <br />well as our consumptive demands <br />-3-
