Water Supply Reserve Account - Grant Application Form <br />Form Revised May 2007 <br />requirements/language from the statute is provided in Part 3 of the Criteria and Guidelines. <br />This application is consistent with Section 37-75-102 as it is a research project and information <br />gathering effort that does not "supersede, abrogate, or cause injury to vested water rights or <br />decreed conditional water rights." <br />The water activity underwent an evaluation and approval process and was approved by the Basin <br />Roundtable (BRT) and the application includes a description of the results of the BRTs evaluation <br />and approval of the activity. At a minimum, the description must include the level of agreement <br />reached by the roundtable, including any minority opinion(s) if there was not general agreement for <br />the activity-. The description must also include reasons why general agreement was not reached (if it <br />was not), including who opposed the activity and why they opposed it. Note- If this information is <br />included in the letter from the roundtable chair simply reference that letter. <br />During the May 7, 2008 Yampa/White/Green Basin Roundtable meeting the Board <br />unanimously approved using funding to implement this CBM Production Depletive <br />Effects Assessment from the Water Supply Reserve Account, Statewide Account. A <br />presentation of the project was also heard during the April 16, 2008 Basin Roundtable <br />Meeting. <br />4. The water activity meets the provisions of Section 37-75-104(2), Colorado Revised Statutes. The <br />requirements/language from the statute is provided in Part 3 of the Criteria and Guidelines. <br />The Sand Wash Basin Coalbed Methane Production Depletive Effect on Water Resources Study will <br />identify and estimate ground water resources within the Sand Wash Basin with emphasis on coal- <br />bearing intervals that have the potential for CBM development in addition to evaluating potential <br />impacts to both ground water and surface water resources , including aquifers tapped by exempt and <br />non-exempt household wells, that might arise from accelerated CBM development in the region. <br />For Applications that include a request for funds from the Statewide Account, describe hovv the water activity <br />meets the Evaluation Criteria. See Pail 3 of Criteria and Guidelines. <br />Promoting Collaboration and Cooperation: <br />• This study will address multiple needs and issues including, but not limited to, development of CBM <br />resources, use of ground water resources through exempt and non-exempt water wells, and potential <br />impacts by CBM development on ground water and surface water resources. <br />• Aspects of this study will encompass multiple entities including local government, ground water and <br />surface water stakeholders, and the CBM industry. The study also addresses potential interstate <br />compact issues in identifying potential depletions to surface waters.
