Water Supply Reserve Account - Grant Application Form <br />Fonn Revised May 2007 <br />together to identify and recr2uit well owners who might choose to participate in the opportunity. <br />Specifically, the District first sent a letter to a set of well owners whose wells were located near the <br />ecologically important live reach of the Arickaree and that had been identified by CSU research as of <br />particular value to the flows in the Arickaree if retired Subsequently, TNC conservation staff contacted <br />each of these well owners and inquired if they were interested in learning more about the opportunity. <br />This led to face-to-face meetings between TNC conservation staff and five (15) d4ffer°ent producers who <br />owned one or more wells near the Arickaree. Based on those meetings, TNC and two landowners have <br />proceeded to develop contracts that will come into full effect when and if they are fully enrolled in either <br />CREP or- EOIP and their- well permits are permanently r-etirecl <br />The funding of these contracts is the primary focus of this application. <br />Task 3: Assessment of Inactive Wells <br />Description of task including methods that were used to accomplish the task and identifi- vd-io would <br />undertake the task and description of the major deliverables/products that were produced through the <br />successful completion of the task: There are two sub-tasks required to complete this task. The first is an <br />assessment of the viability of the two inactive wells in question. This will be accomplished by retaining a <br />well company to test the wells to see if they can produce sufficient quantities of water, if reoperated, to <br />irrigate crops in the fields associated with them. This will involve setting a pump in the unused wells, <br />setting up a testing rig, and pumping the well to determine maximum production (i.e., pumping until they <br />break suction and getting well production to stabilize). The results will be documented in a report. <br />The second task will be to obtain a professional appraisal of the value of the well permit based on the <br />results of the pump testing. This will involve evaluating the results of the well test described in the <br />preceding paragraph and evaluating the value that comparable irrigation brings to other property. This <br />appraisal would serve as the basis for any incentive offered to retire the wellpermits. The appraisal will <br />again be documented in a report It is anticipated that any incentive would be offered independently of <br />any USDA program. <br />Following the well tests and appraisal, TN(-' will evaluate the opportunity to offer an incentive to retire the <br />subject well permits and, if there is a reasonable prospect, enter into negotiations with the well owner to <br />create a contract for an incentive payment for the retirement of the permits. Funds./or any such incentive <br />are not being sought in the current proposal; they would be raised independently. <br />The funding of the assessment only is a secondary purpose of this application. <br />II. Personnel <br />Provide a list of kev water activity/project participants and then- qualifications to accomplish the water <br />activity/project If specific individuals or firms have not yet been identified indicate the types of expertise that <br />will be sought (i.e. professional engineering frin, registered land surveyor, aquatic biologist etc.). <br />William BurnkLe: William is The Nature Conservancy's (TN(-) Northeast Colorado Project Director.
