Water Supply Reserve Account - Grant Application Form <br />Form Revised May 2007 <br />Threshold Criteria. <br />(Project Overview - Inserted here for contextual orientation) - This three-phase project repairs, replaces, and <br />upgrades existing structures at Platoro Reservoir which have nearly reached the end of their 50-year usefiil life. <br />Phase I, fiinded by the USBR, installs a bypass piping system to divert water and to maintain federally mandated <br />minimum flows while repairs are underway. Phase II, paid for by the District, re-coats and paints 440 feet of <br />penstock just above the butterfly valves in each discharge tube while at the same time maintaining a mandatory <br />discharge of 7cfs. Phase III, for which this proposal seeks SB-179 fimding, replaces the worn out valves and <br />operators on the dam with new ones and establishes backup systems for the future. Included with this proposal are <br />(1) photographs, engineering drawings, and a narrative for each segment of this restoration project; <br />(2) detailed explanations of the river bypass system and piping specifications for the instream supply piping, and <br />(3) a work plan to paint the penstock piping, including the CWCD personnel and employee training and safety <br />policies for working in confined spaces, and (4) details for both of the valves' refurbishing/repair/replacement. This <br />Project satisfies multiple uses identified by the Statewide Water Supply Initiative (SWSI) and consumptive and <br />non-consumptive needs of the Rio Grande Basin, as described below. <br />The water activity meets the eligibility requirements outlined in Part 2 of the Criteria and <br />Guidelines. <br />The District proposes an eligible water activity, as identified in Senate Bill 06-179, <br />involving a 3-phase structural restoration of Platoro Reservoir. This involves creating <br />bypass piping, recoating the penstock, and replacing the butterfly valves. <br />The District is an eligible entity in that it is a public entity, a water conservancy District, <br />as described in SB 06-179 and the District is submitting this proposal in accordance with <br />CWCB guidelines for this fiinding proposal. <br />The District is requesting $250,000, with $50,000 from the SB-179 Rio Grande Basin <br />Account and $200,000 from the State account, and is in compliance with all applicable <br />submission criteria and deadlines. <br />2. The water activity is consistent with Section 37-75-102 Colorado Revised Statutes. The <br />requirements/language from the statute is provided in Part 3 of the Criteria and Guidelines. <br />• This water activity meets the eligibility requirements as required in Part 2 of the criteria <br />and guidelines as detailed above. <br />The water activity is consistent with Section 37-75-102 C.R.S. because this project simply <br />repairs, replaces. and upgrades existing structures which have reached the end of their 50- <br />year usefiil life. This project therefore does not supersede, abrogate, or otherwise impair <br />the State's current system of allocating water within Colorado nor does it in any manner <br />repeal or amend the existing water rights adjudication system. This project does not affect <br />the State constitution's recognition of water rights as a private usufructuary- property right <br />nor is it intended to restrict the ability of the holder of a water right to use or to dispose of <br />that water right in any manner permitted under Colorado law. By repairing, restoring and <br />enhancing Platoro Reservoir's storage and release capabilities, this project ensures <br />Colorado's continuing ability to meet its Compact obligations.
