Water Supply Reserve Account - Grant Application Form <br />Form Revised May 2007 <br />• Such an occurrence would jeopardize Colorado's meeting its Rio Grande Compact obligations because <br />the water would no longer be in the river. <br />• The direct effect of this Project is to allow Conejos river irrigators on both channels to obtain their <br />decreed water rights in priority, to be able to fulfill prior appropriations, and to prevent the destruction <br />of the irrigation system which serves forty two ditch companies. <br />• The larger issues relate to preventing injury or possible loss of life, mitigating conditions that cause a <br />high likelihood of flooding, and regaining control of the flows at this critical bifurcation point on the <br />Conejos River so that Colorado can continue to meet its Compact obligations. <br />• The window of opportunity to accomplish this will occur when the water recedes and the ground <br />begins to freeze later this year, in 2008. <br />e. Length of tine needed to implement the water activity. <br />• Phase I of this 3-phase Project, channel stabilization, being of immediate urgency for the sake of <br />preventing f -ther loss of the stream bank, is currently underway and will be completed in the fall of <br />2008. <br />• If MLI receives funds in the present round of SB 179 funding, Phase II installation of the J-hook <br />structures, will start in spring of 2009. <br />• Phase III, construction of the Diversion Gates, will start in September, 2009. <br />• The project will be completed by November 30, 2009. <br />f Expertise and ability of applicant to implement the activity. <br />• MLI has the expertise and ability to successfully implement and complete the proposed activity. With <br />105 years of water management and irrigation experience, this Project is within the scope of the <br />company's capabilities. <br />• The implementation applies known technologies, is advised by the design and engineering expertise of <br />NRCS, and uses the proven Rosgen system of rock structures and J-hooks. <br />• The contractor for the Project, Robins Construction, has an excellent reputation from having worked <br />on many similar projects. Their operators are la-iown by members of the Rio Grande Llterbasin <br />Roundtable for their expertise and skill in installing the J-hook structures. <br />• The contractor for the Project and its principals have worked on similar projects and are familiar with <br />this reach of the Conejos. <br />g. Matching funds and/or funding from other sources <br />• MLI is obtaining engineering assistance and oversight of the Project from the Natural Resources <br />Conservation Service (NRCS), with a value of $40,000. <br />• The Conejos Water Conservancy District (CWCD) is funding Phase I work being done currently to <br />temporarily stabilize the streambank and will fund a portion of Phase III Core and Diversion Gates <br />construction for a total contribution of $18,000. <br />• Ditch companies are contributing according the table on the following page, for a total of $10,000 <br />9
