Demonstrated need for financial assistance based on inability or difficulty obtaining funding elsewhere <br />• According to recent statistics published by San Luis Valley Development Resources Group, <br />Conejos County has three times the level of poverty as the State average. Communities here do not <br />have the resources to implement this kind of project on their own. MLI needs the engineering <br />assistance of MRCS, the teclunical and grant writing assistance provided through the Rio Grand <br />Interbasin Roundtable, and the fielding available to MLI through the Water Supply Reserve <br />Account for this Project. MLI has made commitments to this Project to the level of its ability and <br />has obtained matching funds from stakeholders which will benefit from this work. Without these <br />funds the Project simply cannot be implemented. <br />10
