Length of time needed to implement the water activity. <br />• This project will be completed within three years from the time of the orderto commence <br />work. This is due to the inability to perform work on streambanks oron the river during <br />conditions of high flow or ice. <br />f. Expertise and ability of applicant to implement the activity <br />• The Foundation has a knowledge base and a breadth of understanding based on its <br />leadership and collaborative roles with numerous proposed, planned and completed <br />projects associated with river restoration and conservation.. The EPA-319-funded 2004 <br />Riparian Stabilization Project, in collaboration with NRCS and 17 land owners is nearing <br />successful completion in Rio Grande County. <br />• The Foundation will be responsible for management, implementation, and subsequent <br />monitoring of the Project to assure success. Monitoring of the restoration sites will <br />consist of the protocol developed in 2004 EPA 319 funded project, which includes a <br />multi-year monitoring program. If the work at a specific site fails because of abnormal <br />flooding or other unforeseen natural events, repair can be done under the Emergency <br />Watershed Program (EWP}, administered by NRCS. <br />Implementation of this Project involves the application of technologies which are known <br />and which have proven effective in numerous local applications. <br />Matching funds and/orfunding from other sources. <br />• The Project has been awarded $250,000 from EPA's 2008 319 funds. Landowners are <br />contributing $106,000, and the RGHRP will be contributing in kind services. This <br />represents a matching component of $356,000 to the Foundation's requested $285,000 <br />from the Water Supply Reserve Account. <br />h. Demonstrated need for financial assistance based on inability or difficulty obtaining funding <br />elsewhere <br />• The 2001 Study identified the problems associated with the function of the river and <br />made recommendations for mitigation. It is only through third-partyfunding that this <br />Project can proceed because of the high cost of implementing these mitigating <br />measures and because this specific reach of the Rio Grande has only private and <br />municipal ownership. <br />• The Foundation simply does not have the resources to fund a project of this magnitude. <br />The function of the Foundation is to enable, to facilitate, coordinate, and to bring a high <br />level of technical, scientific, and engineering consistency to the restoration work on all <br />reaches of the Rio Grande. For this reason the Foundation has obtained 2008 EPA 319 <br />Funds and is seeking to augment those funds with additional funding from the Water
