Water Supply Reserve Account - Grant Application Form <br />Fonn Revised May 2007 <br />d. There is an urgency of need for the water activity- and/or any compelling "window of <br />opportuiuty' that maybe missed without funding from the Account. <br />The Colorado State Engineer has placed a restriction of 1 .5, 000 acre feet on Continental's <br />storage capacity due to safety, considerations (Attachment E). The spillway is significantly <br />deteriorated and there is a serious and long-standing problem on the left embankment, <br />where seepage water comes out of the embankment and runs into the face of the dam. Dam <br />inspectors over the years have seen this as a critical d(, ficiency, causing them to place a <br />curtailment on storage. This problem was the principal reason for proposing these studies, <br />but SMR has expanded the scope of these studies beyond the structural issues to also include <br />nonconsumptiove options presented by the rehabilitation of the System. Continuing <br />deterioration and the threatened loss of structural integrity of the dam are caursing <br />concerns, particularly in food control and irrigation (Attachment D). The proper <br />operation of the Continental Sonta Maria water system is critical to controlling flows to the <br />Rio Grande from both reservoirs. Implementation and construction of the repairs and <br />enlargement work will be guided by the results of these studies, therefore, since these repairs <br />are long overdue, it makes sense to complete these studies as soon as possible. The longer <br />SMR waits to cure the seepage problem, for instance, the greater the risk of compromising <br />the structural integrity of the entire system. The window of opportunity for a fr•uitfrrl storage <br />collaboration with CDOW imposes some urgency in bringing to bear the current more <br />systemic multi-arse perspective upon these studies, i. e. not treating them as simply precursors <br />to an operation-and-maintenance challenge, but viewing them in the context of our larger <br />multiple-use purposes. For example, it becomes important to have the results of the <br />hydraulic and hydrological studies sooner rather than later in order to determine the effects <br />ofprolonged seepage on downstream riparian pones, on riparian zone vegetation dynamics, <br />and on subsurface biogeochemistry. Although these leaks and seepage rates are small <br />relative to daily, stream base flows, it will be important to assess, and to project into the <br />future, the effects upon fisheries and wildlife of maintaining saturated riparian areas at <br />considerable distances from the channel. SMR's collaboration with CDOW is a window of <br />opportunity which raises the ante on having the results of these studies in a timely manner. <br />Also, the challenge of increasingly unpredictable climate in coming years emphasizes the <br />critical role of Continental and Santa Maria for flood control. High snow pack years and <br />the likely flooding due to heavy snowpock in high elevations lend an urgency to resolving <br />these issues quickly and providing good flood coverage for the upper Rio Grande area <br />(Attachment D). Short term, our window of opportunity is to catch the earliestpossible <br />seasonal opportunity to do these studies and to anticipate the timely completion of each <br />phase of this work. ?SMR needs to do these studies right away. <br />e. The length of time needed to implement the water activity, preference will be given to <br />activities which can be implemented in the least amount of time taking into consideration the <br />complexity- of the activity. <br />It is anticipated that the Project, consisting of the proposed studies, will be completed <br />thirteen weeks from the time the work commences, plus whatever permitting time may be <br />required. Allowances have been made for additional studies ifneeded, bunt these are also <br />anticipated to take place, if deemed necessary, within the proposed timeline. <br />9
