Water Supply Reserve Account - Grant Application Form <br />Fonn Revised May 2007 <br />f The applicant has the expertise and ability- to implement the proposed activity. <br />SMR has analysed proposals from three engineering companies and has chosen URS <br />Corporation, hereinafter referred to as Contractor, as the winning bidder for this Protect. <br />Contractor's Denver office has 650 employees with 140 staff in their Engineering Division. <br />Their experience includes eight years as technical advisor to Little Thompson Water <br />District, and twenty years with the Greeley and Loveland Irrigation Company. This <br />selection was based on the depth and breadth of C'ontractor's experience with over 75 <br />similar Colorado protects including dams over 150 feet high, multilevel outlets with <br />capacities in excess (?1'4, 000 cfs, spillways with capacities in excess of500,000 cfs, river <br />diversions with capacities in excess of 500 cfs, hydraulic canal structures including siphons <br />with capacities in excess of 2, 000 cfs, and pipelines over 60 inches in diameter. SMR is <br />satisfied that Contractor has the expertise and ability to implement all phases of this <br />Protect, as is evident in C'ontractor's Executive Summary, attached to this proposal <br />(Attachment G). Through many meetings with Ed A. Toms, PE, Vice President of URS <br />Corporation, it is clear that URS has developed a long history, of expertise, keeping open <br />channels of communication with multiple entities. SMR appreciates Mr. Toms ' ability to talk <br />about issues across disciplines and to go beyond conventional boundaries in addressing the <br />mzltiple uses which SMR will be pursuing as a result of these studies. This proposal also <br />incorporates and includes the bid package, from Contractor, including approaches, <br />deliverables, and assumptions for each task in the Scope of Work. Details ofpersonnel <br />experience are on page 23. <br />g. The applicant is providing matching funds and the amount of matching funds or is obtaining <br />partial fiinding from other sources and the amount and source of such other funds or is <br />providing demonstrable in-kind contributions. <br />Based upon C'ontractor's proposal Of 5170,500, plus SMR's direct costs of 540,000 the <br />total cost of this protect is 5210,500. Of this, SMR will contribute 518,800. <br />h. The applicant has a demonstrated need for financial assistance based on the inability- or <br />difficulty obtaining funding elsewhere. <br />SMR cannot afford the cost of these studies. The Rio Grande Basin Roundtable process and <br />the availability ofS.B. 179 frinds, combined with assistance from the Roundtable's Technical <br />Support S'zzb-committee, have helped SMR clarify many, logistical and tactical issues in <br />addressing a complex situation. This has broadened the perspective of our approach and <br />strategy in ways that were not applied to previous studies. This proposal is the result of <br />combining technical assistance with fzrnding opportunity, offering the most direct and <br />relevant way to solve a long-standing problem. In anticipation of these studies being <br />completed' SMR has also requested funding for the implementation phase of this protect <br />.from the Office of Representative John Salazar under the Water Resources Development Act <br />of 2008. SMR, requesting SI.5Million for Continental and S-3 Willionfor Santa Maria. <br />Without the requested :SB-179 fzznds, thisProtect cannot be implemented' as there are no <br />other funds available to do this work. <br />10
