Water Supply Reserve Account - Grant Application Form <br />Form Revised May 2007 <br />(2) SMR needs to determine whether the pipeline, or siphon, has the necessary capacity. Beyond the <br />siphon, an open ditch and an underground pipeline are used to transport water from Continental to Santa <br />Maria. The poor condition of the open ditch limits the amount of water that can be stored in summer, and <br />in winter the open ditch freezes over. SMR needs to determine the feasibility- of replacing the existing <br />underground pipeline with a new one which kvould eliminate the open ditch, restore capacity to the system, <br />and solve the issue of winter freezing. <br />(3) A total system evaluation is needed, from the open siphon to Lakeman Lakes which lie downstream of <br />the two reservoirs. <br />Continental: At higher reservoir levels excessive seepage through the left abutment/grom is problematic, <br />causing concern as to present and future deterioration of the reservoir. The condition and capacity of the <br />spillway need to be determined and an engineering analysis needs to be performed, based on Colorado <br />State Engineer's requirements (passage of PMF, etc.) to repair and restore the spillway and lift the storage <br />restriction. <br />Santa Maria: The designed objective of this reservoir is to store water for irrigation, but loss of water <br />through seepage and seasonal problems suggest that Santa Maria be considered for its potential as a high <br />value fishery, with multiple opportunities to enhance fish habitat and to expand the public recreational <br />value and enhance riparian zones downstream from Santa Maria. <br />Expectations of the Participants: <br />A rehabilitated Santa Maria will restore the reservoir's designed capacity, providing unproved options for efficient water <br />management through exchanges between Santa Maria and the Rio Grande Reservoir, increasing storage for Rio Grande <br />Compact water, and preventing loss of agricultural water. Riparian areas and fisheries downstream from Santa Maria <br />will greatly benefit from this investment due to the collaboration between CDOW and SMR with resulting increases in <br />the ability- to store Transmountain water specifically, and with unproved water management options for irrigation, <br />recreation, and riparian health in general. Studies to be performed by Contractor include the followuig: <br />Task 1.1 Continental Reservoir Hydrologic/Hydraulic Analysis - Contractor will prepare a task memorandum <br />presenting the findings of the dam inspection, PMP development, and flood hydrology- development, reservoir flood <br />routings, and a surnmar v of the results and recoirimendations. The task memorandum will be suitable as a section for the <br />final design report required by the Colorado State Engineer's Office (SEO) and the feasibility loan report required by <br />CWCB. <br />Task 1.2 Continental Reservoir Spillway Alternatives Development and Evaluation - Contractor will prepare a task <br />memorandum presenting the finduigs and recommendations of the alternatives development and evaluation. The task <br />memorandum will be suitable as a section for the final design report required by the SEO and the feasibility loan report <br />required by CWCB. <br />Task 13 Continental Reservoir Spillway Plans and Specifications - Contractor will prepare the plans and <br />specifications in accordance with SEO rules and will prepare a probable engineer's construction cost estimate for the <br />improvements. <br />18
