Water Supply Reserve Account -Grant Application Form <br />Form Revised May 2007 <br />included in the Strategy and Agreement: <br />Strategy 10: Improve watershed conditions <br />Strategy 11: Improve lake and stream habitat <br />Strategy 13: Secure reintroduction sites <br />Strategy 15: Maintain sources of genetically pure CRC trout <br />Strategy 16: Stock selected sites with genetically pure CRC trout <br />Funding of this proposed water activity and the successful implementation of this project will <br />assist the State of Colorado significantly, by preserving the long-term viability of CRC trout <br />throughout the subspecies' historical range by: 1) providing a brood stock of CRC for other <br />recovery efforts, and 2) by creating a refugia for a conservation population of genetically pure <br />CRC into a water that is large enough to support and secure a naturally reproducing wild CRC <br />population. Such assistance may also curtail any potential listing of the CRC under the <br />Endangered Species Act of 1973, as amended. <br />Promoting cost-effectiveness is an objective that will also be met with this proposed water activity. <br />The Bureau of Reclamation (BOR) design and construction crews are generally one-third the cost <br />of a private contractor due to the BOR not having to show a profit. Private contractors and design <br />engineer consultants have to make a profit of generally 10-20% more than the actual costs. BOR <br />design costs are also much less if the BOR is completing the construction, as the design does not <br />have to be nearly as detailed as a contract would have to be. Ifsite-specific conditions are different than <br />expected, the only difference in costs with the BOR is that actual time in salary, not in claims <br />against the government or change orders on the contract, which can be very expensive. Regardless of the <br />size of the dam, the design process is still same, and includes: 1) appraisal, 2) conceptual design, 3) final <br />design, and 4) specifications review. Therefore, design costs for small dams can be a much higher <br />percentage of the total costs if completed by a private contractor. <br />All applicable laws, regulations, and water rights will be adhered to by all cooperating agencies involved <br />with the proposed water activity. <br />3. For Applications that include a request for funds from the Statewide Account, describe how the water activity <br />meets the Evaluation Criteria. See Part 3 of Criteria and Guidelines. <br />The proposed water activity is not requesting funds from the Statewide Account. Please see the response to <br />Question 2, Part 4. <br />4. Please provide an overview of the water project or activity to be funded including - type of activity, statement <br />of what the activity is intended to accomplish, the need for the activity, the problems and opportunities to be <br />addressed, expectations of the participants, why the activity is important, the service area or geographic <br />location, and any relevant issues etc. Please include any relevant TABOR issues that may affect the <br />Contracting Entity. Please refer to Part 2 of Criteria and Guidance document for additional detail on <br />information to include. <br />The proposed water activity will enhance recreational and environmental opportunities with dam <br />reconstruction of Battlement Reservoir #3. <br />5
