Water Supply Reserve Account - Grant Application Form
Foim Re-4sed AIai⢠2007
subdivisions of new housing developments. Some augmentation is commercial or irrigation use pursuant to
the UAWCD Rule 14 Arkansas Basin augmentation plan. Blanket plans cover Chaffee and Western
Fremont County, with a future application in process to include most of unincorporated Custer County.
UAWCD provides water under four augmentation plan scenarios subject to approval by the Colorado State
Engineer. Table 4 summarizes the plans, referred to as Standard, Rule-14, Annual and Leases. Currently,
the District has 989 Standard augmentation users permitted representing 137 acre feet. Standard users are
typically one private well/structure for private domestic use. The District has four annual augmentation
users representing almost 25 acre feet that serve temporary uses. The District projects that by 2035, it will
serve 5,100 augmentation users who will demand approximately 806 acre feet. That represents an
increase of about 25% in water demand and about 20% more users.
Table 4 also reflects the role of the State Engineer in water markets in Colorado. For instance, each year
the District receives from 100 to 200 new applications. Applicants who meet the qualifications for
augmentation receive augmentation certificates from the District. Each year these applicants activate their
augmentation purchases and apply for and receive permits from the Colorado State Engineer to operate
their diversion structures pursuant to the District's decreed plans of augmentation. New housing
developments are required to prove the availability of water prior to receiving approval for a subdivision.
The developer or lot owner procures a sustainable/renewable and fully consumable water augmentation
supply from the District. As dwellings are constructed upon these lots, the State Engineer issues permits
for water use based upon the District's augmentation plans. Each year the previously purchased
augmentation water is activated as the State approves the permits. Thus the total District water
commitment as of March 2008 was 448.84 acre feet.
Table 4: WATER MARKETING BY PLAN

Plan Type Number
of
Applications"
Acre Feet
Requested
Units Applications
Approved by
State Acre Feet
Approved by
State
Standard 1667 234.46 233.59 989 137.3
Rule-14 21 146.9 0 21 146.9
Annual 5 25 250.02 4 24.94
Leases 6 42.48 0 6 42.48
TOTALS 1699 448.84 2594.61 1020 351.61
"Each application represents a water structure such as a ground water well. While The District has sold market water augmentation rights for
irrigation and municipal use, the majority of users are domestic households (represented by 989 applications). Each application is generally a
household that can be considered to average 2.5 persons each.
Augmentation water is provided at a cost of $3,500 per each 1/10th of an acre foot of replacement water,
plus an annual fee for maintenance and storage of $150 per 1/10th of an acre foot. Each 1/10th of an acre
foot is equal to one unit of augmentation. To date, the District has allocated 2,345 units of augmentation.
The average number of units sold each year is 100 to 200.
The number of members or shareholders and shares of stock outstanding or a description of other
means of ownership: Not applicable.
Upper Arkansas Water Conservancy District (UAWCD) Page 6 of 52
