Some augmentation is commercial or irrigation use pursuant to <br />the UAWCD Rule 14 Arkansas Basin augmentation plan. Blanket plans cover Chaffee and Western <br />Fremont County, with a future application in process to include most of unincorporated Custer County. <br />UAWCD provides water under four augmentation plan scenarios subject to approval by the Colorado State <br />Engineer. Table 4 summarizes the plans, referred to as Standard, Rule-14, Annual and Leases. Currently, <br />the District has 989 Standard augmentation users permitted representing 137 acre feet. Standard users are <br />typically one private well/structure for private domestic use. The District has four annual augmentation <br />users representing almost 25 acre feet that serve temporary uses. The District projects that by 2035, it will <br />serve 5,100 augmentation users who will demand approximately 806 acre feet. That represents an <br />increase of about 25% in water demand and about 20% more users. <br />Table 4 also reflects the role of the State Engineer in water markets in Colorado. For instance, each year <br />the District receives from 100 to 200 new applications. Applicants who meet the qualifications for <br />augmentation receive augmentation certificates from the District. Each year these applicants activate their <br />augmentation purchases and apply for and receive permits from the Colorado State Engineer to operate <br />their diversion structures pursuant to the District's decreed plans of augmentation. New housing <br />developments are required to prove the availability of water prior to receiving approval for a subdivision. <br />The developer or lot owner procures a sustainable/renewable and fully consumable water augmentation <br />supply from the District. As dwellings are constructed upon these lots, the State Engineer issues permits <br />for water use based upon the District's augmentation plans. Each year the previously purchased <br />augmentation water is activated as the State approves the permits. While The District has sold market water augmentation rights for <br />irrigation and municipal use, the majority of users are domestic households (represented by 989 applications). Each application is generally a <br />household that can be considered to average 2.5 persons each. <br />Augmentation water is provided at a cost of $3,500 per each 1/10th of an acre foot of replacement water, <br />plus an annual fee for maintenance and storage of $150 per 1/10th of an acre foot. Each 1/10th of an acre <br />foot is equal to one unit of augmentation.
