The City of Salida storage
allotment in District high mountain reservoirs is utilized to exchange water from its native water rights on
the South Arkansas and provide a backup water supply to service its approximately 5,500 residents. The
Town of Poncha Springs operates several wells to provide water to its 580 plus residents, and cannot
provide augmentation water for well depletions without access to District storage vessels.
The District operates through its Water Activity Enterprise four types of water augmentation plans that
provide domestic, industrial and irrigation replacement water supplies to augment wells, ponds and direct
diversions structures. The replacement water market is a rapidly expanding area that utilizes fully
consumable surface water to replace depletions from groundwater use via unique surface water
management strategies. This marketed water is released into streams impacted by depletions from
groundwater use. Domestic and commercial augmentation water demand is currently 18% of the District's
water use and serves approximately 1,700 participants, many who are residents in unincorporated
Upper Arkansas Water Conservancy District (UAWCD) Page 5 of 52
