Facilitating Water Activity- Implementation: <br />The total projected cost of the project is $330,000. The request of $330,000 Mould be applied to all <br />phases of the project including, the gathering of field data, the design and preparation of the contract <br />documents, bidding, construction and contract administration. <br />Presently, Fowler is operating the Potable Water System under a Compliance Advisoiv, from the <br />Colorado Department of Public Health and Environment, due to slightly elevated Selenium levels. <br />The history of the raw water source (North Springs) is that the Selenium levels have increased, over <br />time. That is, the selenium levels have increased with time and use. Also, in general, the water <br />quality improves as the sources move to the Nvest. It is only a matter of time, if nothing is done, <br />before Fowler will be under an enforcement order. The Town would like to address this problem <br />prior to an enforcement order being issued. <br />The physical construction of the proposed improvements could be completed in as little as 45 days. <br />This would require an average of installing approximately 230 lineal foot of pipe, per da--. The <br />design and document preparation will require approximately 90 days to complete. <br />Fowler has performed several Improvement projects of this nature. One example is " The <br />Construction of Sanitary and Water Services to the West Labor Colony Camp in Fowler, Colorado, <br />August, 2004. This project was funded through Tri-County Housing, and involved the installation of <br />approximately 2,600 lineal feet of water main, and approximately 2,000 lineal feet of sanitaiv seNver <br />main. The project goal was to provide potable 'kvater and sanitary sewer service to a small group of <br />people who were on private wells and septic systems. The project ivas completed, tested and <br />accepted by the Town in October, 2005. The project Nvas completed, under budget and on time. <br />Fowler shall provide matching funds in the arnount of $20,000. <br />The Town has already contracted for a PER, a copy of which is attached. <br />Meeting Water Management Goals and Objectives and Identified Water Needs <br />This project addresses a previously assessed need. That is, to come into compliance with State <br />Regulations regarding the Sole Source requirement for potable water. That is. to ensure that the <br />entire community receives the same quality of potable water, and that the water meets State Drinking <br />Water Standards. <br />The proposed activity meets the following water management objectives identified in the Statewide <br />Water Supply Initiative (SWSI): <br />1. The installation of the proposed "Backfeed" line will ensure that all users on the system shall <br />receive the same quality of potable water. <br />2. The water quality shall improve, as the Selenium levels shall be brought within State limits. <br />3. Shall promote cost effectiveness by avoiding fines for non-compliance. <br />4. Shall promote operational flexibility by allowing the Town's Operator to blend various sources, to <br />achieve optimum water quality in the system.
