Kathleen Curry - Is there confidence in the Gap number of 118,200 AF? Is there confidence that <br />this is as low as that can be? <br />Eric Hecox - It is in the range of confidence. <br />Eric Kuhn - The gap number does not include the development of oil shale on the west slope. <br />Sue Morea - The gap also does not include climate change, the well shutdown in the South Platte, <br />or energy needs. <br />Rod Kuharich - Some of the identified projects and processes are competing. <br />Eric Hecox - Staff is in the process of updating M&I demands from 2030 to 2050 and are also <br />looking at the previous IP&Ps. <br />Lunch and Updates <br />Eric Hecox updated the IBCC on the status of the supply availability study. <br />Kathleen Curry stated that the interim water committee plans to run five bills. One of the bills <br />includes using CWCB funds to provide grants for water and wastewater infrastructure. The <br />committee will meet again on September 24 and IBCC members are encouraged to attend if they <br />would like to participate in the debate. <br />Harris explained amendment 52 which is a proposal to cap the funding for DNR - specifically for <br />water programs. He encouraged the IBCC to examine the proposal and encourage the opposition of <br />the amendment as it will significantly reduce funding to CWCB programs. The IBCC recommended <br />that Harris send a basis packet of information to the IBCC and the Basin Roundtables on the issue. <br />Discuss Evaluation of Strategies - Conservation <br />Sue presented M&I conservation slides numbered 20 to 28 and then encouraged the IBCC to outline <br />issues that need further discussion. <br />Rod Kuharich - It is dangerous to sell new water to sustain new growth. Without using conservation <br />as a drought reserve - water providers are at risk. Consumer choice is an element of the discussion. <br />Melinda Kassen - Based on SWSI 2 some of the water could be sold according and still maintain <br />reliability. <br />Dan Birch - Is any portion of the future demand met by conservation? <br />Rod Kuharich - It can't solve the entire problem. There is a trend to support new growth - because <br />projects are behind schedule and the shadow effect of new water is being used to support the <br />system. System reliability can be compromised and each system has to reach a balance. <br />Alex Davis - One question is whether there should be a goal for per capita per gallon per day? Is <br />there a number that everyone can agree on? What does conservation lead to in terms of savings?
