Water Supply Reserve Account -Grant Application Form
Form Revised May 2007
Relevant Project History
Since 1999, CSU has conducted studies to develop insight into current water-related problems in
the Lower Arkansas River Basin and to identify promising solution strategies for consideration by
water managers and stakeholders. These studies have been supported by several local, state, and
federal agencies and organizations, including the Southeastern Colorado Water Conservancy
District, the Lower Arkansas Valley Water Conservancy District, Bent County Soil Conservation
District, Fort Lyon Canal Company, Catlin Canal Company, Colorado Agricultural Experiment
Station, Colorado Water Resources Research Institute, Colorado Water Conservation Board,
Colorado Department of Public Health and Environment, U.S. Department of Agriculture, the U.S.
Bureau of Reclamation, and the U.S. Geological Survey. In addition, more than 120 Arkansas
Valley growers and ranchers have permitted the use of theirfields for data collection and monitoring,
along with several canal companies and soil conservation districts providing important in-kind
support. This support has allowed extensive field data collection and development of state-of-the-art
modeling tools for incorporation into adecision-making framework referred to as the Lower
Arkansas River GeoDSS. Major accomplishments and findings to date are published in a technical
report by Gates, et al. (2006}? (www.CSUArkRiver.colostate.edu) and in numerous professional
papers.
Gates, T., L. Garcia, and J. Labadie, "Toward Optimal Water Management in Colorado's Lower Arkansas River
Valley: Monitoring and Modeling to Enhance Agriculture and Environment," Colorado Water Resources Research
Institute, Completion Report No. 205, Colorado Agricultural Experiment Station Technical Report TR06-10, Colorado
State University, Fort Collins, CO, 2006.
12
The extensive and comprehensive field data collection program has been conducted over the entire
Lower Arkansas River Valley, but with more intensive data collection in two representative study
regions: the Upstream Study Region and Downstream Study Region, for characterizing the irrigated
stream-aquifer system and calibrating and supporting computational models of the system. Data
collected in the study regions include river flow and salinitylSe concentrations, reservoir storage and
