Water Supply Reserve Account -Grant Application Form <br />Form Revised May 2007 <br />Expectations of the Participants <br />The prospect of achieving the goals of this project is heightened by the extensive database and <br />calibrated modeling tools that have already been developed to date. These models will require <br />further refinement and expansion toward the attainment of a comprehensive set of tools supporting <br />rational water management decisions, not only at the regional level, but also at the river-basin scale. <br />Models, calibrated and supported by extensive field data, help uncover (a) the extent and severity of <br />existing problems in the Arkansas River Basin, (b) methodologies for systematically assessing <br />alternative means to address these problems, and (c) prospects for achieving marked improvements <br />to the land and to the river when these solution strategies are implemented. <br />Importance <br />Without sound and timely intervention, the Arkansas River Basin, and similar areas in Colorado and <br />the western U.S., will eventually succumb to the ill effects of waterlogging, salinization, and pollutant <br />loading on the land and the river ecosystem, and to water loss to nonbeneficial consumption. <br />Irreversible loss of productive irrigated farmland will continue under competition from thirsty cities <br />along the Front Range of Colorado. Solutions based on accurate knowledge of field conditions, and <br />in compliance with legal and economic constraints, are needed to support Basin municipalities, to <br />insure sustainability of the Basin's productive agricultural base, to revitalize its rural communities, <br />and to enhance the overall river environment. The proposed data-supported modeling tool will <br />facilitate assessment of impacts on both water quantity and quality of existing and proposed water <br />transfers outside of the Basin, as well as impacts of water right exchanges and altered water <br />management practices on the stream-aquifer system in the Arkansas River Valley. <br />Geographic Location <br />This proposed water activity encompasses the entire watershed of the Arkansas River and its tributaries <br />within Colorado. <br />? ??
